DBE. “Fronts” and Frauds Only legitimate DBEs are eligible to participate in any federally funded contract. Therefore, SUBRECIPIENT is cautioned against knowingly and willingly using “fronts” or doing business with DBEs in a manner, which could compromise the DBE’s continued eligibility and DBE participation credit. The use of “fronts” and “pass through” third-party contracts to non-disadvantaged firms constitute criminal violations.
