Determination of Need. The ISO, a Participating TO, or any other Market Participant may determine the need for and propose a transmission system addition. A transmission addition or upgrade is determined to be needed where it would promote economic efficiency or maintain system reliability as set forth below.

Determination of Need. 1.1 When the Board determines it is necessary to reduce the total number of certificate and/or licensed employees in the bargaining unit, the student and program need of the district will be the primary criteria in establishing priorities for those to be released.
