There can be no assurances or guarantees that your adoption will proceed in any specific length of time. For example, the adoption may be delayed or discontinued by the foreign country for reasons either explained or unknown. Among other things, the court in the foreign country may not approve the adoption or may withdraw approval of the licensing or investigating body in either the United States or the foreign country. Adoption S.T.A.R. cannot guarantee any time frame for any particular part of the process since there are so many variables. We can only estimate time frames. The same is true for the time a family will wait for a referred, and status of adoptions in a specific country. Your only control over the process will be at the beginning when you complete your home study, submit your immigration work, and prepare the dossier for the foreign government. When these are completed, you are considered ready to accept the referral of a child. International adoptions are also subject to international politics and national policies of the countries involved. Unavoidable delays and additional costs in the adoption process can be caused by vacations, sickness, and other absences of essential governmental staff in the source country. A change in government in the foreign country may change your opportunity to adopt in that country. An international crisis or circumstances such as a war or terrorist action or natural disaster in either the United States or the foreign country may delay or stop adoptions. To assist in the development of the U.S. CDC in China EAP, the student researcher gathered information by interviewing unit leaders, compiling their responses, and generating suggestions for improved practice. Interviews were conducted with the unit leaders from Risk Communication, Emergency Preparedness and Response, Global AIDS Program (GAP), International Emerging Infections Program (IEIP), Fire Wardens, Motor Pool, Information Technology (IT), and Leadership. Submission of Institutional Review Board was not required since the project was deemed to not be human subject research on the grounds of the EAP interviews being about the organization and plans and not about the respondents themselves.
