EU-TURKEY STATEMENT. A game changer third step is taken along with the EU-Turkey Statement on 18 March 2016. Turkey’s Prime Minister and the European Council met before the day of the Statement and agreed on to take further actions on immediate return of all irregular migrants intercepted from Turkish waters to Greek Islands back to Turkey. Underlining the term ‘all’ means thereof; not only the irregular immigrants in need of international protection crossing from Turkey into Greece.143 The immediate return of all irregular immigrants mentioned on the Statement was built under the effect of the Turkey Greece Readmission Deal and the EU-Turkey Readmission Agreement. Even though the EU-Turkey Readmission Agreement primordially targets the migrant’s direct return to the country of origin, the Statement focused only on the irregular migrant’s return.
