Filling Vacancy During Layoff. No new employees will be hired to fill a vacancy until regular employees who have been laid off or who have been terminated for other than proper cause and who have the ability and qualifications to fill the vacancy have been given an opportunity for re-employment through job postings. Regular and probationary employees shall retain their seniority for a period of twenty-four (24) months from the date of layoff.
