JOB POSTINGS/VACANCIES. When a job vacancy occurs in any classification prior to the job posting process, the Company will canvass by seniority all employees within the classification as to their preference of the available shift(s). The job left vacant will be the job that is posted. When job vacancies occur and the Company requires replacements and when the Company creates new job classifications covered by the Collective Bargaining Agreement, they shall be posted on the bulletin board for a period of seven (7) calendar days (or the Company canvasses all employees for the position by seniority), during which time applications must be made in writing by the employees interested in these positions. Each subsequent vacancy which originates following the seven (7) calendar days (or the Company canvasses all employees for the position by seniority), will be posted for seven (7) calendar days also (or the Company canvasses all employees for the position by seniority). The posting will specify the classification, primary job function, hours of work, full-time, days of work, and requirements for the classification. The Company will retain on file for a period of sixty (60) days a copy of all job postings. Should merit and ability be relatively equal, seniority will be the governing factor in awarding the job posting. Employees who are chosen to fill a position will have up to thirty (30) calendar days to train and demonstrate that they can successfully perform the job functions required in their new position. If either the employee or the Company determines that the employee cannot successfully perform the job functions, they will be returned to their previous position and the next person on the posting list will be given an opportunity to qualify for the position. JOB POSTINGS/VACANCIES. When The following procedures shall apply throughout the Police Department for the posting and filling of job vacancies. A. Whenever a job vacancy occurs in a permanent assignment, other than Professional Standards Bureau Investigator or routine beat patrol assignments responding to dispatched calls for service, the Director of Police must give notice of the vacancy and have the job posting emailed to all personnel with ten (10) days advance notice. It must also be read at each roll call for four (4) consecutive days. B. Applicants must meet the requirements listed when applying for an assignment and must show by a special report how they meet the requirements, or their application will not be considered. All applicants must have a minimum of three (3) years from the time of appointment as a police officer before applying for an assignment. An individual assigned to traffic reconstructionist, polygraph, or computer forensics, will not be eligible to be promoted to the rank of sergeant for two (2) years after being placed in the assignment. An individual assigned to the canine handler assignment will not be eligible for such a promotion for five (5) years after being placed in the assignment. This Section shall also apply to any classification specialized assignments upon mutual agreement of the parties. Nothing herein shall be interpreted to preclude an individual from taking a promotional exam and being placed on the eligible list, however, the employee shall only be promoted pursuant to Civil Service Rule 8, Section 9. C. A minimum of six (6) applicants who meet the minimum requirements listed for the vacancy shall be interviewed prior to the job posting process, vacancy being filled. D. If the employee with the greatest seniority cannot perform the highest rated job, once promoted to the higher rated job, then the administration shall promote the employee which it deems to be next eligible. D. Lateral Transfers - A permanent job opening shall not be deemed to occur when a vacancy exists at a particular job level, until all employees at that job level have had the opportunity to transfer to fill the vacancy within five (5) days following the posting of notice of vacancy. Lateral transfers at the same job location shall be limited to once per contract year. Lateral transfers to a different job location are permitted in accordance with the current practice. Requests for lateral transfers may be made to the Department Head in writing and shall state the reason the request is being made.
