Notice to Employee In the event that Management becomes aware of an impending reduction in workforce it will make every effort to notify the Union at least ten (10) calendar days prior to the layoff. Management will notify the affected employees in writing not less than five (5) working days in advance of the layoff date. Whenever practicable, affected employees will have four (4) working days to exercise their bumping rights.

In the event there is a reduction in work force within the Department, the Human Resources Division will encourage the Department to develop a Voluntary Layoff Incentive program for affected employees. However, nothing contained in this Article shall preclude the Department from rejecting a volunteer based on the operational needs of the Department.
