Under the Network and Information Security Directive (NISD), member states are required to put in place a minimum set of capabilities at national level as part of their cyber security strategy, that is C-CERT and experts in information and networking security. Furthermore, member states are to ensure that operators of essential services and digital service providers adopt security requirements24.
