The remainder ($4,259) is retained in the State of Wisconsin general fund. A share of this is returned to Minnesota based on a formula agreed to in the Minnesota-Wisconsin Higher Education Reciprocity Agreement. For many years, Wisconsin has paid Minnesota, because Minnesota’s tuition is higher. What is left stays in the Wisconsin general fund for general purpose use. Under current law, the Wisconsin Higher Educational Aids Board (HEAB) and the Minnesota Office of Higher Education (MOHE) jointly administer and have authority to renegotiate the agreement. In Wisconsin, changes to the agreement must be approved by the Joint Committee on Finance. In Minnesota, changes are approved by the Minnesota State Colleges and Universities Board of Trustees and the University of Minnesota Board of Regents. Requested Changes
