To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the Non-Price factors. Offerors will be cautioned that the award may not necessarily be made to the lowest price offered. ALL NON- PRICE FACTORS COMBINED ARE SIGNIFICANTLY MORE IMPORTANT THAN FACTOR 4, PRICE.

NON-PRICE FACTORS. Offerors shall address each factor in the format and sequence identified in the solicitation. Offerors must provide information in sufficient detail to allow the Government to assess the Offeror’s capability. The proposal shall be detailed and clearly stated to allow an evaluation by the Government without the need for additional clarifications. Proposals that do not contain the information required in the solicitation risk being determined Unacceptable. In the response to this RFP, the Offeror must address the below factors.

NON-PRICE FACTORS. 2.1 Pass/Fail Requirements 2.1.1 Proof of a Facility Clearance at the CONFIDENTIAL level. A statement that the Offeror has a facility clearance is not sufficient proof. The Government will confirm the facility clearance. If confirmation from the Government database determines that the Offeror does not have a Facility Clearance at the Confidential level, the Offeror may be determined ineligible for award and the Government may not further evaluate the Offeror’s Technical or Price proposal. NOTE: No award will be made to any offeror which does not possess a facility security clearance issued by the Defense Security Service at the CONFIDENTIAL level. The Government is not obligated to delay award pending security clearance of any offeror. 2.1.2 Proof of existing clearances for personnel working on the classified aspects of the resulting contract and a plan for obtaining security clearances by the time of performance for personnel that do not already hold clearances but will be working on the classified aspects of the resulting contract (as specified in the DD254).
NON-PRICE FACTORS. The technical volume shall consist of two parts. Parts I and II shall be submitted together. No cost/price data shall be included in any part of Volume II. The proposal shall clearly and fully demonstrate the offeror’s capability, knowledge, and experience regarding the technical requirements described herein. Stating that you understand and will comply or paraphrasing the requirements is not adequate. The offeror shall limit the technical volume to 15-pages of narrative of the tasks which shall be specific to the procedures proposed, including any charts, graphs, etc., but NOT including resumes of key personnel or information relevant for the technical appendix. Resumes shall not exceed two pages each. Any resume material submitted beyond the 2-page limit will not be considered. The technical volume shall be single-spaced and a minimum font size of 12 for the main text; the text for graphs, charts, etc. may be smaller. There is a Draft NTEWS Bridge Panel Questionnaire available to offerors. Offerors should submit an email request to the contracting officer to permit access to a OneDrive document repository. This access will be necessary for offerors to access the Draft NTEWS Bridge Panel Questionnaire. This request should be submitted no later than the date for submission of questions.

NON-PRICE FACTORS. (1) Past Performance (a) Past performance will be evaluated as a predictor of the Offeror’s ability to perform the work in compliance with contract requirements and overall quality of performance. (b) Past performance will be evaluated on the basis of information received by the Contracting Officer concerning the Offeror's performance on other contracts, including information not submitted by the Offeror. 1. FAR 52.204-8 Annual Representations and Certifications (Jan 2016) (1) The North American Industry classification System (NAICS) code for this acquisition is 236220 (Commercial building construction general contractors). (2) The small business size standard is $36.5 million average annual receipts. This solicitation is “Total small business.” (3) The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees. (1) If the provision at 52.204-7, System for Award Management, is included in this solicitation, paragraph (d) of this provision applies.
