EVALUATION FACTORS FOR AWARD. The solicitation requires the evaluation of price and the following non-price factors: Factor 1- Offeror Experience Factor 2- Management Plan/Quality Control Factor 3- Safety Factor 4- Past Performance The distinction between Offeror experience and past performance is Offeror experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

EVALUATION FACTORS FOR AWARD. Evaluation of proposals will be based on a fair, impartial, and competitive selection process in which the evaluation of proposals will not be limited to price alone. Proven expertise in performing pre-employment psychological evaluations and other psychological services for public safety agencies will be the primary consideration in the selection process. The City reserves the right to select a vendor based solely on the information submitted in the proposal and to make a contract award without any further discussion with the Vendors regarding the responses received. Therefore, responses should be submitted initially on the most favorable terms available to the City from a price, contractual terms, and conditions. The City also reserves the right to conduct discussions with Vendors who submit proposals. Proposals shall be consistently evaluated based on the following competitive selection criteria: Criteria Portion Public Safety Psychological Services Experience 40% Responsiveness of the RFP Proposal 20% Costs 20% References 20% Total 100% Notification. Any firm or firms submitting proposals judged as being "most qualified" by the selection committee may be contacted and asked to provide additional information to supplement their initial proposal. EVALUATION FACTORS FOR AWARD. Any award to be made pursuant to this RFP will be based upon the proposal with appropriate consideration given to operational, technical, cost and management requirements. Evaluations of offers will be based upon the Proposer’s responsiveness to the RFP and the total price quoted for all the items covered by the RFP. Technical is more important than Past Performance, which is more important than Cost. The Technical and Past Performance factors, when combined, are more important than Cost. However, cost is an important factor and cannot be ignored. Statements in the Offeror’s proposal that exceed the requirements in the Statement of Work will become the new standard for the requirement.
