OBJECTIVES AND TOOLS. I.1 The aim of this Administrative Arrangement is to establish specific terms and conditions governing a staff exchange and an administrative cooperation programme (hereinafter “programme”) between the European Commission (hereinafter “COM”) and the African Union Commission (hereinafter “AUC”) with a view to improving the mutual knowledge of the respective institutional structures and their functioning, as well as gaining expertise and experience in sectors of common interest. The specific objectives of the Programme are to: - Strengthen the institutional ties between the COM and the AUC; - Develop a culture of dialogue and ▇▇▇▇▇▇ administrative and operational cooperation between the two Institutions; - Enhance the effectiveness of both the COM and the AUC; - Share expertise and best practices between the COM and the AUC; - Help each other build capacity and develop in areas of mutual interest and benefit. I.2 Thematic scope: Cooperation will focus, but will not be limited to, the following areas:  Staff policy and staff management: reform of staff regulations, selection, recruitment, resources allocation and workforce planning;  Learning and Development;  Setting up the African Union Academy;  Financial procedures and management (e.g.: procurement, delegation of powers and sub-delegations). This list is indicative and would be updated regularly by mutual agreement of Directors General for Human Resources in the two institutions in close cooperation with the Director-General for International Cooperation and Development and the EU Delegation to the African Union.1 1 Cooperation in the area of anti-fraud is covered by the Administrative Cooperation Arrangement signed between ▇▇▇▇ and the Office of Internal Audit of the AUC on 12 June 2013. I.3 The objectives of the Programme will be achieved mainly through the following tools: 1. Exchange of officials; 2. Exchange of expertise and best practices.
