Office of Economic Development. The DSBO Director will set goals for design and construction in accordance with the MBE/WBE Ordinance. Concessionaire shall meet, or make a good faith effort to meet, such goals. Concessionaire shall submit to DSBO monthly reports in a form satisfactory to DSBO identifying all MBE and WBE firms and the amounts spent with such firms during the preceding month for the purpose of demonstrating compliance by Concessionaire with this Section 7.02.

Office of Economic Development. GOED commitments: • For 2023, make payment in the amount of $750,000 to PROMOTER to cover costs related to promoting the Event. Payment will be made within thirty days after receipt by GOED of documentary proof reasonably acceptable to GOED of eligible expenses actually paid for the promotion of the Event. An additional payment of up to $250,000 will be made on a one-to-one matching basis with funds provided by or through the Sioux Falls community. The matching funds will be paid within thirty days of receipt by GOED of proof reasonably acceptable to GOED of the amount of matching funds provided and the expenditure of those funds and the amount to be reimbursed by GOED for promotion of the Event. • For each of the 2024 and 2025 Events, make payment in the amount of $500,000 to PROMOTER to cover costs related to promoting the Event. The 2024 payment will be made within thirty days of receipt by GOED of documentary proof reasonably acceptable to GOED of eligible expenses actually paid for promotion of the Event. The 2025 payment will be made within thirty days of receipt of documentary proof reasonably acceptable to GOED of eligible expenses actually paid for promotion of the Event. • An additional payment of up to $250,000 will be made on account of the 2024 and 2025 Events on a one-to-one matching basis with funds provided by or though the Sioux Falls community. The matching funds will be paid within thirty days of receipt by GOED of proof sufficient to GOED of the amount of matching funds provided and the expenditure of those funds and the amount to be reimbursed by GOED for promotion of the Event. • The maximum obligation of GOED hereunder is $2,500,000. By its signature on this Letter Agreement, PROMOTER hereby provides the following attestations as required by SDCL 1-56-10:

Implementation of the overall Workforce Development and Education Resources strategy is expected to require approximately a .20 Full Time Equivalent position at the Economic Development Coordinator level estimated to cost the City $26,000.

It would include time spent calling employers, visiting and educating employers and similar activities. Job development/placement shall not be paid for using supported employment funding and shall not include the Discovery process, which is pre-vocational in nature and may be completed prior to job development. Up to 60 hours for job search assistance, authorized in 20-hour increments, may be used for job development. Additional hours of job development may be requested and require written justification by KARINA ASSOCIATION, INC. and approval of the DORS regional/program director. Authorizations for Job Development. DORS only pays for job development services which have been previously authorized by a DORS official. Job Development Reporting. The Employment Service Progress Form is expected to be submitted to DORS on a monthly basis per consumer. This form is available on the DORS website (xxx.xxxx.xxxxxxxx.xxx).
