Operational Readiness. 9.1 Overview The Authority has developed a Programme Testing Strategy for Scotland’s Census 2021. The document explains the approach and actions that the Authority proposes to take to verify that all products produced by the Census Programme meet requirements and are fit for purpose; and to identify when Operational Readiness has been completed. Further details on the requirements for verification of Information and Communication Technology (ICT) and other products are described in the Testing Section. Requirements dealing with Operational Readiness are in this Section and cover:  Operational Readiness Approach and Planning;  Sponsorship and Management of Operational Readiness; and,  Scope and Purpose of Operational Readiness activities.

Operational Readiness. Principle: The quartermaster function is responsible for a documented inspection of all non-issued or stored equipment, at least annually, to ensure those items are in a state of operational readiness. Items will generally be categorized as ‘serviceable’, ‘serviceable in need of upkeep’, or ‘unserviceable’. Items that are considered serviceable will be maintained by the quartermaster. Items that are serviceable in need of upkeep will be cleaned, repaired, or otherwise brought up to the standard of serviceable equipment, and then maintained by the quartermaster.

Operational Readiness. The telephone information and on-call service is guaranteed throughout Swit- zerland during the normal working hours of Securiton. If faults are reported to Securiton by 11 a.m. on a working day, Securiton will deploy personnel to work to rectify faults the same day, otherwise they will be deployed on the next working day. Securiton keeps a spare parts warehouse to replace defective parts. For large systems, Securiton advises the customer to keep a store of its own replacement materials on its premises. If the customer does not have a spare parts warehouse, Securiton is unable to replace complete systems or parts thereof within a reasonable time in the event of major damage (after a lightning strike, etc.). Securiton shall be entitled at any time to terminate maintenance for products whose technological service life is over. If possible, a replacement product will be offered to the customer. Securiton is not obliged to undertake maintenance if the customer does not accept the replacement solution.

Operational Readiness. ‌ When the Contractor considers it has discharged all Transition Obligations and achieved Operational Readiness it must notify the State in writing. The State may, in its absolute discretion, waive any of the Transition Obligations, or may defer the satisfaction of any Transition Obligation until after the Operations Commencement Date (and such waiver or deferral may be subject to conditions reasonably required by the State). The Contractor must achieve Operational Readiness by the date which is 10 Business Days before the Planned Operations Commencement Date. If the Contractor has achieved Operational Readiness by the date which is 10 Business Days prior to the Planned Operations Commencement Date, the Contractor must deliver the Services from the Planned Operations Commencement Date.‌ If the Contractor has not achieved Operational Readiness by the date which is 10 Business Days prior to the Planned Operations Commencement Date: (i) the Contractor must achieve Operational Readiness as soon as possible thereafter; (ii) the Contractor must deliver the Services from the date which is 10 Business Days after Operational Readiness is achieved, or such other date as the State may notify in writing; and‌ (iii) if Operational Readiness is not achieved by a date which is 3 months after the Planned Operations Commencement Date, the State may terminate this Agreement on that date (or on any date thereafter) provided that the State's right to terminate under this clause 4.3(f)(iii) will cease on the Operations Commencement Date.‌
