Order of Lay-off. In the event of a lay-off for any reason, Employees shall be laid off in the inverse order of their seniority in their classification. Employees may exercise their agency seniority to displace an Employee with less seniority in a classification in which they had worked in a regular status, provided that the displacement shall not occur until the Employee has obtained all necessary certifications for that classification.
