Pay for New Employees. 1. A new employee shall be appointed at the minimum salary rate or step of the salary range in effect for the particular class of position to which the appointment is made. 2. The City Manager may authorize a particular position be filled at any salary rate or step within the range. Under no circumstance shall the salary rate for any full-time employee or part-time employee be more than the maximum salary rate, or less than the minimum salary rate, of the salary range established for the employee’s job classification.
