Placement After Leave of Absence. Unless the leave taken under these rules or law provides that the break in service will be disregarded, the unit member upon return from leave of absence will be placed on the step range he/she occupied before a leave started. Time spent on leave shall not be credited toward the time needed for step advancement.

Placement After Leave of Absence. 7.6.1 Upon return from an unpaid leave of absence, a unit member shall be placed on the same step of the range for the class which he/she had achieved prior to the leave, regardless of changes in rate or range application to the class except that step advancement within range shall be granted.
