POSTING OF JOB VACANCIES. (a) Except as otherwise provided in this Agreement, all vacancies which occur in regular and temporary jobs covered by this Agreement or developed in accordance with this Agreement, shall be bulletined for a minimum of 5 working days on all appropriate bulletin boards. The bulletin shall include all relevant information including duties, qualifications, wage scale and special conditions. (b) A Regular employee who is a successful applicant for a temporary job will return to his/her regular position when the temporary job is concluded. (c) The Company reserves the right to post internally and externally simultaneously. (a) Late applications from employees on sick leave, annual vacation, or other authorized leaves shall be considered provided the selection has not already been completed at the time of such application. (b) When an employee is on leave for more than five (5) working days, he/she may choose to register a standing application with Human Resources. 7.03 Applicants for job vacancies shall have their application acknowledged electronically and the name of the successful applicant shall be published on the intranet when the selection is made. (a) Preference in selection for vacant jobs within the bargaining unit shall be given to applicants in the bargaining unit who are regular or temporary employees, in that order, provided, in the opinion of the Company, they have the qualifications for the job concerned. Employees shall be selected on the basis of knowledge, ability and performance. Should more than one employee within the unit meet the above requirements, then preference shall be given to the senior employee. (b) If there are no applicants within the unit who meet all the above requirements, then the Company may, without re-posting, choose to select an applicant with less than the required qualifications provided that, where two or more employees are comparatively equal in qualifications, preference shall be given to the senior applicant. (c) If there are no applicants within the unit suitable for selection, then the Company may fill the vacancy by hiring outside the bargaining unit. Such outside hire will not have less qualifications than was required of internal applicants. (d) The Company may invite a representative of the Union from the appropriate business unit to be present at job interviews for COPE 378 positions. (e) If a selection has not been made for a posted position within three months of the closing date on the job bulletin, the position will be re-bulletined unless otherwise agreed to between the Company and the Union. 7.05 The Company will endeavour to complete the selection procedure within 21 days of the job posting. A successful applicant for any job posting may be held in his present job for 45 calendar days from date of selection. Upon assumption of the new job or after 30 calendar days from the date of selection, whichever shall first occur, the employee will receive the appropriate salary adjustment for his new job. The above time limits may be extended by mutual agreement. (a) The Company will provide to the Councilor (Chief Job Xxxxxxx) and the Union Office: (i) A copy of each current job posting as it is posted. (ii) A letter which advises the final disposition of that posting. (b) The Company will make every effort to finalize all postings in an expeditious manner. 7.07 A copy of the letter of offer to new employees will be forwarded to the Union. 7.08 A successful applicant to a bulletined position shall not be eligible to apply for future bulletined vacancies for a period of 12 months unless agreed to by the Company. 7.09 If in the opinion of the Joint Job Evaluation Committee a job is substantially modified it may be necessary to post it as a new position. Such substantially modified positions will be posted unless, upon review of the incumbent’s seniority, education, experience and skills, the parties mutually agree to waive the posting.

POSTING OF JOB VACANCIES. The Employer will post notice of all permanent vacant positions within the bargaining unit for a period of fourteen (a14) Except as otherwise provided in this Agreement, all vacancies which occur in regular calendar days and temporary jobs covered by this Agreement or developed in accordance with this Agreement, agrees to consider an application from any bargaining unit employee. Any qualified internal applicants shall be bulletined granted an interview prior to any external candidate and the Employer will be precluded from interviewing suitable external candidates until first consideration has been given to qualified bargaining unit employees. Employees entitled to apply for such vacancy or new job must make application to the senior manager or designate no later than the fourteenth (14th) calendar day. Employees who have completed their probationary period and for whom movement to the position would be a promotion or lateral move may apply. The Employer need not consider any applicant to a posting who has, within the prior twelve (12) month period successfully applied for a vacancy. Unsuccessful candidates, upon request, will be given an opportunity to meet with the Employer where they will be told why they did not receive the job. The Union may waive or shorten the posting period at its discretion. Such discretion shall not be unreasonably withheld. In awarding the position, the Employer must evaluate the skill, ability, and experience of the candidates. If the skill, ability, and experience of the leading candidates for the position are relatively equal, seniority will determine the successful candidate. Employees permanently transferred to a higher paid classification shall receive the salary rate on the wage grid of the higher classification next higher in dollars to the rate they received in the lower classification. Employees temporarily assigned for a minimum of 5 working days on one-half shift to a higher paid classification shall receive a premium of 10% higher than the employee’s current salary for all appropriate bulletin boards. POSTING OF JOB VACANCIES. 28.01 Where a job vacancy occurs, a notice of such vacancy will be posted on the bulletin boards for seven (7) consecutive days. During this period employees who have completed the probationary period will be allowed to apply, in writing, for promotion to the posted vacancy. 28.02 Vacancies created by the filling of a posted initial vacancy and one (1) further vacancy resulting from the original posting will be posted. Further vacancies will not be posted, but will be filled in accordance with clause 28.03. 28.03 In filling job vacancies, including promotions, demotions, transfers and new postings, the job shall be awarded within fifteen (15) calendar days following completion of posting or as soon thereafter as practical to the senior most applicant provided they possess the necessary qualifications and ability to perform the work available. If none of those applying is qualified, the Employer may fill the job from any source available but will first consider other employees within the Hospital before hiring anyone from outside. These conditions may be waived in consultation with the Union. Employee(s) transferred through a posting will be on a trial period of 30 calendar days. If the employee fails to successfully complete the trial period the employee will be returned to their former job and the filling of subsequent vacancies will be reversed. This action if required may be exercised by the Hospital or the employee(s) involved. 28.04 The terms hereof shall not preclude the Employer from filling any job on a temporary basis while the posting procedures are being carried out. 28.05 Any job of a temporary nature, i.e., one that is not anticipated will last beyond sixty (60) days, need not be posted. The Hospital will advise the Local Union who has been appointed to temporary job vacancies. 28.06 An employee who receives a job through the posting procedure shall not apply again before six (6) months have elapsed from the time he actually starts on the job. The Employer and the Union can mutually agree to waive the six (6) month period. It is understood that the Employer and the Union will not prohibit the movement of employees that result in the permanent change of status of the employee. Once a selection is made, if the selected employee deems it necessary, she has the option of working in the new position for job vacancies one (1) or two (2) days before signing the commitment form. If this option is exercised, the employee will be considered a successful bidder and will fall under the time limits on bidding in Section 5 below, even if she ultimately does not accept the position. Every effort will be made by bargaining unit members and library administration to accommodate such scheduling. Bargaining unit members may be called upon to cover other agencies to allow this scheduling. c. A successful bid is defined as the date a Transfer Commitment Form is signed or the Waiver Form is signed after working in the position for the one (1) or two (2) day trial period and declining it. d. When a selection is made, the Employer shall have their application acknowledged electronically post in all branches and departments the name of the successful applicant bidder within five (5) days of the decision. An employee awarded the job through the bidding and posting procedure described herein shall be published on transferred to that job within three (3) weeks of the intranet when date the selection award is madeposted. If the Library is unable to transfer her within the three (3) week period, she shall receive the higher rate of pay at the end of such three (3) weeks and be transferred as soon thereafter as is practicable. e. The Library will support an employee who has moved into a new upper-level position over the six (a6) Preference in selection for vacant jobs month transition period. If the employee is unable to perform satisfactorily, the Library will work with union representatives to determine how to transition that employee into another position within the bargaining unit shall be given Library. A Library Assistant incumbent who receives her MLS/MLIS degree is only able to move to a Librarian position by bidding on an opening classified as a Librarian position. POSTING OF JOB VACANCIES. (a) Except as otherwise provided in this Agreement, all vacancies which occur in regular and temporary jobs covered by this Agreement or developed in accordance with this Agreement, shall be bulletined for a minimum of 5 working days on all appropriate bulletin boards. The bulletin shall include all relevant information including duties, qualifications, wage scale and special conditions. (b) A Regular employee who is a successful applicant for a temporary job will return to his/her regular position when the temporary job is concluded. (c) The Company reserves the right to post internally and externally simultaneously. (a) Late applications from employees on sick leave, annual vacation, or other authorized leaves shall be considered provided the selection has not already been completed at the time of such application. (b) When an employee is on leave for more than five (5) working days, he/she may choose to register a standing application with Human Resources. 7.03 Applicants for job vacancies shall have their application acknowledged electronically and the name of the successful applicant shall be published on the intranet when the selection is made. (a) Preference in selection for vacant jobs A. Openings included within the bargaining unit shall be given to applicants posted on the bulletin board for a period of seven (7) days and any employee in the bargaining unit same or lower classification may apply for such job opening. (b) The Company will make every effort to finalize all postings in an expeditious manner. 7.07 A copy of the letter of offer to new employees will be forwarded to the Union. 7.08 A successful applicant to a bulletined position shall not be eligible to apply for future bulletined vacancies for a period of 12 months unless agreed to by the Company. 7.09 If in the opinion of the Joint Job Evaluation Committee a job is substantially modified it may be necessary to post it as a new position.
