Promotions or Appointments. Providing qualifications are sufficient to perform the required duties, the applicant with the most seniority in the bargaining unit shall be appointed to the position within thirty (30) days after the closing date of the bulletin. Qualifications shall include experience, education, and applications of skills, knowledge and ability.

Promotions or Appointments. Any vacancy shall be filled through appointment on the basis of greatest seniority, required qualifications and efficiency demonstrated in the applicant’s current or previous position(s) within the workplace. Efficiency demonstrated shall be as documented in the employee’s file. An employee shall be deemed as demonstrating satisfactory performance if there is no documentation to indicate otherwise. Qualifications shall include experience, education and ability. Providing qualifications are sufficient to perform the required duties, an applicant will be appointed within thirty (30) days after the closing date of the competition. Should there be no employee qualified for the position and the Board wishes to fill the position with an outside applicant, a hiring committee shall be established. The voting members of the hiring committee shall consist of a staff member selected by membership and the Executive Director. The applicant shall be mutually agreed upon by both parties.
