The parties acknowledge that, in the Blended Capitation Model (Model) of primary care, the majority of compensation is based upon patient attachment, where the physician commits to provide ongoing care and treatment to a patient throughout an entire year, and not on the episodic provision of care or treatment. The parties therefore agree that there must be appropriate accountability for the public funds so expended and that the management and administration of the Model by the Family Practice Renewal Committee (FPRC) must include, through the use of appropriate performance metrics, the continuing assessment and evaluation of the operation of the Model.

Public Accountability.
6.1 You xxxx xxxxxx and work collaboratively with us on an ‘open book’ basis to:
(a) enhance our knowledge base of service delivery practices and outcomes in connection with the Funded Activity;
(b) ensure effective expenditure of public monies (including all Funding); and
(c) monitor, review and evaluate delivery of the Funded Activity.
6.2 You acknowledge and agree that:
(a) the Funding is ‘public resources’ under the Independent Commissioner Against Corruption Act 2017 (NT) (the ‘ICAC Act’);
(b) for the purpose of the ICAC Act you are a ‘public body’ that receives ‘public resources’, and your members, officers and employees are ‘public officers’;
(c) you must comply with the ICAC Act, and you must obtain your subcontractors’ written agreement to comply with the ICAC Act in the same way and to the same extent as you;
(d) we may do anything in connection with this Agreement that may be required for compliance with our public accountability responsibilities, including our obligations under privacy and freedom of information laws, financial management legislation and the ICAC Act;
(e) your failure to comply with this Agreement may be taken into consideration in any future grant funding applications and may result in you being excluded from consideration for subsequent or other funding;
(f) where you have an Australian Business Number (ABN) details of the Funding may be provided by us to the Australian Taxation Office; and
(g) subject to reasonable notice, you must give our Auditor-General, the Information Commissioner, the Ombudsman, and the Independent Commissioner Against Corruption (and their respective authorised representatives), access to inspect and copy Records associated with this Agreement, howsoever and wheresoever stored, and you must provide all reasonable assistance requested in respect of any inquiry into or concerning the Funded Activity or the Funding.
