Questions and Comments. Xxxx Xxxxxx, Xxxxxxx Avenue- Is concerned with where visitors would park if there were only 39 parking spaces for 49 units. She would like to know who this is targeted for, students. She said it is mostly family’s that live in this area and she doesn’t think this will fit in, in their neighborhood. She has concerns with the fact that the traffic impact statement was done in 2010 before the community college was fully operational. It is very difficult at most times of the day to come out of Boundary Street and to make a left on Pleasant St. What is the target price range for these unites. Xx. Xxxxxx – Unit size and mix – The largest preponderance of dwelling units are now occupied by single person households. The trend is going down towards many smaller units for all sorts of reasons. The traffic impact statement – 2010 was probably when the last traffic count was done that the traffic engineer based it on. There can be a lag in that type of thing. He feels the idea of traffic and cars is going to change so much in the next 10 years and there will not be parking put in any buildings in the future because it is not viable or sensible to waste space in that way. People are not going to use cars the way they are now. Parking is not going to exits in 10-15 years from now. Xxxx Xxxxxxx, Xxxxxxxxx Avenue – Has great concerns about parking and feels that his future predictions about parking is not very realistic. 49 units will require more than 39 parking spaces. There is no surface parking for service vehicles taken into account and no account for people parking on the street. There will, at any given time, be at least 10 vehicles parked on the street. Parking is a major issue. The other issue he has with this is the height of the building, there are no 7 storey residential buildings anywhere near this. The closest ones are in downtown approximately a mile away. All commercial properties in the immediate area are 4 storeys at the very most. It is out of character for this community. He would really like this property developed with some light commercial. He feels all the developers/architects do their drawings with no cars around the buildings when there will be vehicles on the road. He wanted to know if the buffer setback could be turned over to HRM ownership. He thinks this is a perfect site for an oil grade separator. Questions and Comments. Xxxxx Xxxxxxx, Executive Director of the Spryfield Business Commission – The last review for the plan area (Community Plan) was done in 1987. He would like to see another review take place especially within the business corridor. Commercial/retail space is limited within the district. Xx. Xxxx is working on another application that may encompass a portion of that corridor. Xx. Xxxxxxx – In terms of this request, he prefers Option 1 for the building but either is fine. The area does need a family restaurant. Xx. Xxxx mentioned that the Municipality is enabling the use but cannot regulate what type (ie: name) of restaurant it would be. Xx. Xxxx clarified that a drive-thru style restaurant would not be enabled.
Questions and Comments. Xxxxxx Xxxxxxxxxx, High Street, wanted to know what the current zone is and what the height limits were for the second building. Xx. Xxxxx explained the zoning and explained the existing building allows 2 storeys above the Bedford Highway. Xx. Xxxxxxxxxx stated the apartment building will be 4 storey which means rezoning will be required. Xx. Xxxxx explained because it is going by development agreement will allow up to 35 feet in height. They offered more clarification on the meaning of 2 storeys above the Bedford highway. Xx. Xxxxxxxxxx referred the Municipal Strategy for Bedford, Policy HC-5 page 9 of the document. Xx. Xxxxxxxxxx would also like to know how many trees behind the United Church will be cut, as there are some very mature trees back there. Is there a way to preserve as many as possible? Xx. Xxxxx spoke to policy and said this is being considered under Policy C21. Xx. Xxxxx stated that same policy has in it provisions for vegetation and spoke to that point. Xxxx Xxxxxx – Xxxxxxx, wanted to know what is the sewer capacity for the building. Xx. Xxxxxx stated they were under the understanding that there was a moratorium along the Bedford highway. Xx. Xxxxx explained that they will have to demonstrate that capacity exists before they can get the building permit. Councilor Xxxxxx explained the sewer situation and the moratorium.
