Recall to a Position. When employees are laid off, the Employer shall create a recall list. The Board shall recall an employee within his classification from layoff in order of continuous service providing he is qualified to perform the duties required of the job involved. The Board shall recall such employees according to seniority, beginning with the most senior employee up to the number of employees to be recalled. Should no current employee meet the qualifications for the position, then such employee holding a temporary certificate that enables that employee to meet the qualifications for that position shall be recalled. An employee shall be eligible for recall for a period of twenty-four (24) months after the effective date of the layoff.
