Regional Steering Committee. (i) The Regional Steering Committee shall be comprised of the directors of the departments responsible for fisheries in each of the Participating Countries, shall be chaired by one of such directors on a rotating basis, and shall meet at least twice a year. The RCU shall act as secretariat for the Regional Steering Committee. (ii) Without limitation upon the provisions of sub-paragraph (a)(i) of this Section I.A.2, the Regional Steering Committee shall be responsible for: (A) reviewing activities proposed to be carried out by CSRP under the Program, including the Project, and the related Procurement Plans and budgets therefor; (B) providing overall policy guidance on the Program; (C) developing mechanisms designed to strengthen the collaboration of the Participating Countries in respect of the Program; and (D) identifying necessary Program adjustments based on monitoring and evaluation results.

Regional Steering Committee. (a) The Recipient shall establish, not later than three (3) months after the Effective Date, and thereafter maintain throughout Project implementation, under terms of reference and with a composition satisfactory to the Association, the Regional Steering Committee to function with Congo. In CAR, the Regional Steering Committee shall comprise ministers from the various sectors concerned with the Project and the head of the Project coordination unit. (b) The Regional Steering Committee shall be vested with the specific responsibility for the overall oversight of the Project and for: (i) providing strategic orientations; (ii) facilitating coordination issues raised by the Participating Countries; and (iii) reviewing and reporting collectively on Project implementation progress; and for such purposes, shall meet for the first time within three (3) months after the Effective Date, and thereafter as and when required, but at least once each year during Project implementation.
Regional Steering Committee. 1. A Regional Steering Committee is hereby established. It shall be responsible for the administration of this Treaty and shall ensure its proper implementation, without prejudice to Article 19. For this purpose, it shall make recommendations and take decisions in the cases provided for in this Treaty. The decisions of the Regional Steering Committee shall be put into effect by the Contracting Parties in accordance with their own rules. 2. The Regional Steering Committee shall consist of a representative, and an alternate representative, of the Contracting Parties. Participation as an observer shall be open to all EU Member States. 3. The Regional Steering Committee shall act by unanimity. 4. For the purpose of the proper enforcement of this Treaty, the Contracting Parties shall exchange information, inter alia, on new legislation or decisions that are relevant for this Treaty, and, at the request of any Contracting Party, shall hold consultations within the Regional Steering Committee, including on social issues. 5. The Regional Steering Committee shall adopt its rules of procedure. 6. A South East European Party shall preside in turn over the Regional Steering Committee in accordance with the arrangements to be laid down in its rules of procedure. 7. The chairman of the Regional Steering Committee shall convene its meetings at least twice a year in order to review the general functioning of this Treaty and, whenever circumstances so require, at the request of a Contracting Party. The Regional Steering Committee shall keep under constant review the development of the case law of the Court of Justice. To this end the European Union shall transmit to the South East European Parties all judgments of the Court of Justice relevant for the functioning of this Treaty. The Regional Steering Committee shall act within three months so as to preserve the homogeneous interpretation of this Treaty. 8. The Regional Steering Committee shall prepare the work of the Ministerial Council. 1. A decision of the Regional Steering Committee shall be binding upon the Contracting Parties. Whenever a decision taken by the Regional Steering Committee contains a requirement for action to be taken by a Contracting Party, the said Party shall take the necessary measures and inform the Regional Steering Committee thereof. 2.   • Steering Committee A. CIFNAL/ICBFN shall be managed by a Steering Committee comprised of elected representatives from the membership. B. The Steering Committee is empowered to conduct the business of CIFNAL/ICBFN in accordance with the recommendations of the membership; approve and enact project activities; discuss and recommend future policy or changes in policy to be adopted by the membership; make budgetary decisions for CIFNAL/ICBFN; approach funding agencies; conduct periodic membership drives; and maintain communication with scholarly and professional associations as well as with other, similar cooperative projects. C. The Steering Committee shall consist of at least five representatives of CIFNAL/ICBFN. 1. Four representatives shall be elected to at-large positions on the Steering Committee in accordance with the procedures in Section VIII. At least one representative shall be from a French or francophone institution. 2. The Chair of CIFNAL/ICBFN shall chair the Steering Committee. 3. Elected Coordinators of standing Working Groups shall serve on the Steering Committee for the period of their elected terms. 4. An advisory group of scholars and end-users, including representatives from academic organizations concerned with library and scholarly issues in francophone studies as well as non-academic information users and providers, shall be appointed by the Steering Committee as appropriate. The makeup of the advisory group shall be formulated to provide a balance of opinion and diversity of expertise. Members of the advisory group need not be from institutions that are a member of CIFNAL/ICBFN, and shall serve as ex officio members of the Steering Committee. E. All elected representatives on the Steering Committee, including the Chair, shall have equal votes on matters requiring a formal approval by the Committee. Each member shall be accorded one vote. Ex officio members shall be non-voting members. F. Steering Committee Members shall serve three-year terms, with staggered elections; re- election is permitted for one additional term. Elected members begin their term of office immediately following the annual membership meeting. G. In the event a member is unable to serve a full term, the Chair shall appoint a replacement to serve the remainder of the term. Following this period, the replacement shall be eligible to stand for election according to the terms of Section V.
