Reporting of performance targets a. Reporting of targets and performance will be done as specified in 00 XXX 000, 00 XXX 625, and 49 CFR 673. b. NYSDOT will report all targets to FHWA and FTA as applicable. NYSDOT will provide written notice of these reported targets to UCTC. c. UCTC will report any MPO targets to NYSDOT. d. Reporting of performance targets i. TxDOT performance targets will be reported to FHWA and FTA, as applicable. The MPO will be notified when TxDOT has reported final statewide targets. ii. MPO performance targets will be reported to TxDOT. 1. For each target, the MPO will provide the following information no later than 180 days after the date TxDOT or the Public Transportation Operator establishes performance targets, or the date specified by federal code: a. Written agreement to plan and program projects so that they contribute toward the accomplishment of TxDOT or Public Transportation Operator performance target, or; b. Written notification that the MPO will set a quantifiable target for that performance measure for the MPO’s planning area. i. If a quantifiable target is set for the MPO planning area, the MPO will provide any supplemental data used in determining any such target. c. Documentation of the MPO’s target or support of the statewide or relevant public transportation provider target will be provided in the form of a resolution or meeting minutes. iii. TxDOT will include information outlined in 23 CFR 450.216 (f) in any statewide transportation plan amended or adopted after May 27, 2018, and information outlined in 23 CFR 450.218 (q) in any statewide transportation improvement program amended or adopted after May 27, 2018. iv. The MPO will include information outlined in 23 CFR 450.324 (g) (3-4) in any MTP amended or adopted after May 27, 2018, and information outlined in 23 CFR 450.326 (d) in any TIP amended or adopted after May 27, 2018. v. Reporting of targets and performance by TxDOT and the MPO shall conform to 23 CFR 490, 49 CFR 625, and 49 CFR 673
Reporting of performance targets. 1. Reporting of targets will be done as specified in 23 CFR 490 (FHWA National Performance Management Measures), 49 CFR 625 (Transit Asset Management), and 49 CFR 673 (Public Transportation Agency Safety Plans). 2. MassDOT will report all targets to FHWA and FTA as applicable, with TPM targets being submitted to the FHWA Performance Management Form (PMF) Information System and with TAM and PTASP targets being submitted to the National Transit Database (NTD). MassDOT will notify MPOs and public transportation agencies when final statewide targets are established with transit targets communicated through the MassDOT TAM Plan. 3. Public transportation agencies creating their own TAM Plan and/or PTASP will report their data to the NTD and notify MPOs and MassDOT when transit targets are established. Subsequent updates to the TAM Plan, which shall occur at least once every four years, will be communicated to MassDOT and the MPOs to the maximum extent practicable. The MPOs shall assess transit targets for the relevant RTA(s) each time their TIPs or MTPs are updated. Per article 2.2, although TAM Plan updates are required every four years, public transportation agencies shall set new TAM targets on an annual basis. 4. Where applicable, MPOs containing air quality maintenance or nonattainment areas will provide MassDOT with a copy of the CMAQ Performance Plan at least two weeks prior to when MassDOT’s performance period reports are due per 23 CFR 490.107. As applicable, MassDOT will include the MPOs’ CMAQ Performance Plan as an attachment to the performance period report.

Such documentation shall be provided in the form of a resolution or meeting minutes and must have been approved by the DSATS MPO Policy Committee unless delegation of authority to accept or set different targets to a lower committee or staff is documented. 6.07 IDOT will submit statewide targets and the DSATS MPO targets to the FHWA portal at:

The targets approved by the TPB will be reported to each Provider of Public Transportation or Group Sponsor. For each target, when the TPB approves a long range plan or TIP, the TPB will provide the following information to each Provider of Public Transportation or Group Sponsor. 1. MoDOT will notify MPOs and public transportation agencies by email when final statewide targets are established with transit targets communicated through the MoDOT TAM Plan. Public transportation agencies and MPOs creating their own TAM Plan and/or PTASP will notify MPOs and MoDOT through their TAM Plan and/or PTASP when transit targets are established. Subsequent updates to transit targets will be communicated by email to MoDOT, MPOs and public transportation agencies. b. MPO targets will be reported to MoDOT and/or public transportation agencies by email no later than 180 days after the latest date MoDOT or public transportation agencies establishes or updates performance targets. c. MPOs and public transportation agencies to include in the email the board or committee action date, applicable board or committee document and targets established or supported.

The MPOs will report any MPO targets to NCDOT within 15 business days after the MPO establishes a target. The MPO will provide documentation of target establishment to NCDOT and the provider of public transportation in the form of a resolution duly considered by the MPO’s governing body. d. The MPO agrees to report their annually established safety targets to NCDOT within 15 business days of establishment. (23 CFR 490.209(c)). Establishment of targets shall be evidenced by a signed resolution from the MPO’s governing board.
