Role of Seniority in Promotions and Transfers. In making promotions, transfers, or filling vacancies, the skill, knowledge and ability of the employees concerned shall be the primary consideration, and where such qualifications are relatively equal, seniority shall be the determining factor.

b) In applying subsection (a), current regular employees shall receive preference over external applicants in filling posted vacancies, provided they have the required skill, knowledge and ability to perform the work in question.
