Rules of Governance. Basic governance principles like “standing orders” or rules of internal procedure will be out- lined in the section on project management below, codified in a Consortium Agreement (CA) and defined in more detail, if required, to follow established conventions to guide, manage and control a large venture like this project. In addition, of course, project activities will com- ply with all relevant European and national legislative and regulatory requirements. All member states participating as beneficiaries in the pilot action will have equal status. Deci- sions will be made on a consensus basis involving consultation between all participating member states (and their competence centres as appropriate). Should conflicts arise at the task or work package level, the conflict resolution process outlined below will be followed. A three-tier approach to governance is implemented. At the highest level representatives of member states will act through a steering committee in a supervisory role to ensure that the strategic direction of the project and the decisions taken are consistent with the national poli- cies and implementation strategies of participating member states. The steering committee will also interact with the European Commission and other national and international stake- holders. Rules of procedure will be defined and agreed to regulate the mode of reporting and decision making within the project hierarchy, including a decision making process to ensure transparent, unambiguous and representative votes based on a true consensus. If neces- sary, a democratic process of majority voting will be applied. 3) will monitor the results of the work packages and request corrective actions from the respective WP Leaders where required. The project will be sub-divided as appropriate into a number of discretely managed stages with milestones. At each milestone progress will be reviewed against the project plan and a decision made whether to proceed to the next stage. At the lowest level individual work packages (WP) will be assigned to beneficiaries and/or contractors as defined in the detailed work programme below. Interfere with or disrupt the operation of the Site or Services or the servers or networks used to make the Site or Services available (including by taking any action that imposes an unreasonable or disproportionately large load upon the Site or in connection with the Services or upon such servers or networks) or violate any requirements, procedures, policies or regulations of such servers or networks. PLI reserves the right to revoke these exceptions either generally or in specific cases. Additionally, you acknowledge and agree that you (and not PLI) are responsible for obtaining and maintaining all telecommunications, broadband, and computer hardware, equipment and services needed to access and use the Site or Services, and paying all charges related thereto. We may terminate your use of the Site or Services for any conduct that we consider to be inappropriate, or for your breach of this Agreement, including the Rules of Conduct set forth above (including, without limitation, if you repeatedly engage in copyright infringement via or in connection with the Site or Services).

  • Model Rules of Procedure The procedure before the Panel shall be conducted in accordance with the Model Rules of Procedure set out in Annex 12 (Model Rules of Procedure).
