Small Business Participation Factor 3. ALL OFFERORS, INCLUDING SMALL BUSINESS ENTITIES, ARE REQUIRED TO RESPOND TO FACTOR 3 SMALL BUSINSS PARTICIPATION. Small Business Participation Factor is separate from the Small Business Subcontracting Plan requirement (for Large Business Offerors only) that complies with the requirements at FAR 52.219-9 “Small Business Subcontracting Plan” and DFARS 252.219-7003 “Small Business Subcontracting Plan (DoD Contracts)”. DO NOT SUBMIT DOLLAR AMOUNTS FOR THE SMALL BUSINESS PARTICIPATION FACTOR. a. The Offeror shall provide sufficient detail to permit a complete evaluation. This factor applies to every Offeror (U.S. and non-U.S.), regardless of size, status or locations of working facilities or headquarters. b. Small Businesses include the following: - Small Business Concerns - Small Disadvantaged Business Concerns - Women-Owned Small Business Concerns - HUBZone Small Business Concerns - Veteran-Owned Small Business Concerns - Service-Disabled Veteran-Owned Small Business Concerns c. The North American Industry Classification (NAICS) code applicable to the requirements contained within this solicitation is 334511 and the Size Standard is 1,250 employees. The size standard certified to by the Subcontractor is valid for the duration of the contract. All Offerors, including Offerors who are themselves U.S. small business concerns based on the NAICS code assigned to this requirement, are to identify the extent to which U.S. small business concerns will be utilized as first-tier subcontractors in the performance of this proposed contract. U.S. small business concerns are defined (1) in FAR 19.001 and (2) by the criteria and size standards in FAR 19.102 for the applicable North American Industry Classification System (NAICS) code. d. Offerors shall propose a Small Business Participation percentage for this Contract. Small Business Offerors shall indicate the percentage of work performed by themselves, as well as by any Small Business Subcontractors, in calculating the proposed Small Business Participation percentage.   • SMALL BUSINESS PARTICIPATION AND DVBE PARTICIPATION REPORTING REQUIREMENTS a. If for this Contract Contractor made a commitment to achieve small business participation, then Contractor must within 60 days of receiving final payment under this Contract (or within such other time period as may be specified elsewhere in this Contract) report to the awarding department the actual percentage of small business participation that was achieved. (Govt. Code § 14841.) b. If for this Contract Contractor made a commitment to achieve disabled veteran business enterprise (DVBE) participation, then Contractor must within 60 days of receiving final payment under this Contract (or within such other time period as may be specified elsewhere in this Contract) certify in a report to the awarding department: (1) the total amount the prime Contractor received under the Contract; (2) the name and address of the DVBE(s) that participated in the performance of the Contract; (3) the amount each DVBE received from the prime Contractor; (4) that all payments under the Contract have been made to the DVBE; and (5) the actual percentage of DVBE participation that was achieved.   • Small Business This chapter shall not be applied to any contractor that meets all of the following: 1. Has ten or fewer employees during the contract period; and, 2.
