Small Business Participation. Other than Small (OTS) Business Contractors shall adhere to small business subcontracting plans.
Small Business Participation. The offeror shall also include the following within this subfactor to address small business participation IAW DFARS 215.304. This subfactor is separate from the Subcontracting Plan required by FAR 19.702(a)(1) and Volume 5, Administrative Criteria. (*NOTE* the NAICS code of 339999 pertains to the prime offeror. The offeror will then be able to determine their subcontractors and the NAICS code for the work that the subcontractor will be performing):
Small Business Participation. Upon receipt of RES-Quotes, the ordering activity will review the small business status of each participating vendor submission. Large business submitted RES-Quotes will not be considered initially if any RES-Quotes are received from small businesses. If, after the following evaluation activities are completed, no small business RES-Quote can be determined acceptable, the ordering activity will repeat the evaluation process described below with RES-Quotes submitted by Large businesses. This process eliminates the need to resolicit RES requirements in emergency situations while also providing maximum opportunity to small business participants. Price evaluation: Each RES-Quote will be evaluated on a total price basis using the “lowest priced, technically acceptable” methodology unless specifically addressed differently in an individual RES. If an authorized user includes an evaluation methodology that is different than the one described below, participating vendors are required to comply with any instructions in that RES for submission and evaluation of RES-Quotes. RES-Quotes will be ranked according to total price as described in Block 26, with the lowest priced RES-Quote reviewed for technical acceptability first. If acceptable, an order will be placed with the participating vendor submitting that lowest priced, technically acceptable quote. If GSA is serving as the authorized user on behalf of FEMA or other federal executive agency, the GSA contracting officer will transmit the lowest priced RES-Quote to the POC identified by FEMA or other agency for technical review. Any issues arising from the order and delivery of non-conforming supplies or services in an instance where a POC performs a technical acceptability determination will be the sole responsibility of the agency where the POC resides. If the lowest priced RES-Quote is determined to be technically unacceptable, the next lowest priced RES-Quote will be sent for review until a technically acceptable RES-Quote is identified or all quotes are determined unacceptable. In the event all RES-Quotes are determined unacceptable, the authorized user is permitted to contact one, some, or all of the participating vendors submitting RES-Quotes to provide guidance on revising a RES-Quote and re-submitting it for review. Small Business Participation. The COUNTY has established a Small Business Element in accordance with 49 CFR Part 23 and 26 to facilitate competition by small business concerns, taking all reasonable steps to eliminate obstacles to their participation
Small Business Participation. All Offerors will be evaluated on the extent of proposed participation/commitment to use U.S. small businesses in the performance of this acquisition (as small business prime offeror or small business subcontractors) relative to the 30% small business participation objective and requirements established herein. The Government will evaluate the following:
Small Business Participation. Factor 3 DO NOT SUBMIT DOLLAR AMOUNTS FOR THE SMALL BUSINESS PARTICIPATION FACTOR. The offeror shall provide sufficient detail to permit a complete evaluation. This factor applies to every offeror (U.S. and non-U.S.), regardless of size status or locations of working facilities or headquarters. Small Business Participation shall include the following:
(a) All offerors shall provide the names and CAGE codes of small business concerns (including the offeror if a small business concern) who would participate in accomplishing the proposed task order; the small business classification of each U.S. small business concern (i.e. SB, SDB, WOSB, HUBZone SB, VOSB, and SDVOSB); and a short description of the specific supplies or services to be provided by each small business concern. If a small business does not have a CAGE code, insert the word “None.” List all SB classifications that apply to each concern.
(b) All offerors, including offerors who are themselves U.S. small business concerns based on the North American Industry Classification System (NAICS) code and size standard applicable to this procurement, are to identify the extent to which U.S. small business concerns will be utilized as first-tier subcontractors in the performance of this proposed task order. U.S. small business concerns are defined (1) in FAR 19.001 and (2) by the criteria and size standards in FAR 19.102 for the applicable NAICS code.
(c) A small business offeror shall indicate the percentage of work performed by itself, as well as by any Small Business subcontractors. Proposals submitted by Large Business Concerns shall indicate the percentage of work performed by Small Business Subcontractors. The Small Business Participation percentage shall be calculated as follows: Participation Percentage = Total Small Business Contract + Subcontract Dollars
(d) The Government’s Small Business Participation objective for this task order is: 20%. The offeror is encouraged to propose a Small Business Participation objective percentage as high as is practicable, as long as the percentage is supported by the related Small Business participation approach outlined in paragraph (e) below. The offeror’s proposed Small Business Participation percentage for this task order shall be incorporated into the task order upon award.

Small Business Participation a. Small Business Participation data shall be submitted on a semi-annual basis in accordance with the Small Business Utilization Report, CDRL A021 (DI-MGMT-82041B), and the awardee’s proposed Small Business Participation Commitment Document, listed in Section J (incorporated at contract award). The contractor shall report actual small business utilization achievements relative to proposed small business participation in performance of the contract (including subcontracting dollars/percentages relative to total contract value / total subcontracting). In addition, the report shall include the results of efforts to:
(1) Increase use of qualified small businesses through competition for acquisition of supplies or services, to enhance ability to meet performance specified in the contract.
(2) Engage small businesses, to increase capability and capacity, to serve as alternative sources, and to increase the quality of supplies or services to meet performance specified in the contract.
(3) If applicable, leverage Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) program funded technologies with high potential for transition to meet performance specified in the contract. If applicable, include the total number, and dollar amount of each, Phase III SBIR or STTR contracts.
b. The awardee’s proposed Small Business Participation requirement of % (to be completed at contract award) is incorporated into the resulting contract. The Small Business participation dollars and percentages shall be measured by comparing the total actual contract dollars performed by Small Business concerns to the total yearly obligated value of the contract. Failure to meet the overall Small Business Participation requirement of % (to be completed at contract award) in each 12-month performance period, beginning from contract award, will affect the assessment provided in the Contractor Performance Assessment Report System (CPARS) under Utilization of Small Business.
c. If, at any time during contract performance, the Contracting Officer determines that Small Business participation levels are not being maintained at or above the goal, the contractor will be required to submit a plan for reallocating resources in a manner that will ensure the goal will be met. The reallocation plan should be submitted no later than 15 days after notice from the Contracting Officer and implementation should begin within 20 days thereafter.

25.1.1 The City encourages Lessee to voluntarily utilize small businesses wherever possible in accordance with the service standards of this Lease.
25.1.2 Lessee acknowledges it proposed the following Small Business utilization throughout the term of this Lease.
25.1.3 Participation as Partners as a percentage of this Lease’s value: Small Business percent ( %)
25.1.4 Participation as suppliers of goods and services as a percentage of the operating expenses or cost of goods sold associated with this Lease:
25.1.5 Lessee agrees to maintain the above-listed Small Business utilization throughout the term of the Lease. Lessee agrees to notify the City of Phoenix Equal Opportunity Department of any changes in Small Business status, including level of utilization, identity of Small Business Partners and suppliers of goods and services. Lessee agrees to use continued good faith efforts to maintain the utilization of its Small Business partners in its concession(s) included in this Lease.
25.1.6 If during the term of this Lease a Small Business Partner or supplier of goods and services is no longer available to conduct business with Lessee, then Lessee will be required to conduct outreach efforts to continue to achieve Small Business utilization in accordance with this Lease. The outreach efforts by Lessee must meet requirements of Lessor and the selection of the replacement Partner or supplier of goods and services is subject to the approval of the Lessor.
25.1.7 This Lease shall be subject to review for Small Business utilization and goals may be established before any Lease extension.
25.1.8 Failure of Lessee to maintain its Small Business utilization throughout the term of the Lease, or to demonstrate it has met the outreach requirements for a reduction in the amount of utilization, may be a material breach of the Lease.
Small Business Participation. (a) Small Business participation data shall be submitted on a semi-annual basis in accordance with the Small Business Participation Commitment form, Attachment 03 in Section J. If, at any time during contract performance, the Contracting Officer determines that Small Business participation levels are not being maintained at or above the goal, the contractor will be required to submit a plan for reallocating resources in a manner that will ensure the requirement will be met. The reallocation plan should be submitted no later than 15 days after notice from the Contracting Officer and implementation should begin within 20 thereafter.
(b) Awardees proposed Small Business Participation Commitment Document and requirements will be incorporated into the resulting contract as a Section J attachment. Small Business participation dollars and percentage shall be measured by comparing the total actual contract dollars performed by Small Business concerns to the total yearly obligated value of the contract. Failure to meet the overall Small Business participation in each 12 months of performance beginning upon contract award will affect the assessment provided in the Contractor Performance Assessment Report under Small Business Subcontracting.
