No employee shall be laid off in the first four (4) hours of any working day. On any lay-off, the employee shall receive his wages in full within twenty-four (24) hours, excluding Satur- days, Sundays and Holidays. If not paid by the next regular pay day, he shall be paid four (4) hours' wages at his regular rate of pay for every working day from the date of lay-off.
