Stand-by Duty. (a) Employees whose job requirements include assignment to take emergency calls outside of normal scheduled hours will be required, during periods of such assignment, to make themselves available to their reporting location within thirty minutes (30) . Contact by the Public Utilities Commission to individuals on such stand-by duty shall be by a cell phone, to be furnished by the HPUC. (b) When employees have been placed "on call" they shall be called before or concurrently with other employees in the case of emergencies. (c) The "on call" employee shall complete the form associated with trouble calls and shall submit a concise report as to the difficulty involved, the corrective action associated therewith and, if there is a delay in restoring services, an explanation shall also be provided for this delay. The "on call" employee shall call in an extra employee(s) for assistance only after determining that such help is required. (d) Any “on call” employee who is assigned by the Commission to take emergency calls outside his normal scheduled hours will be paid at basic straight time rates as shown below Monday through Friday 1.5 hours Saturday, Sunday 3 hours Holidays 4.5 hours If called upon to perform work, in addition to the call-time pay, the employee will be paid for the time worked at the rate applicable but not less than three (3) hours at the applicable overtime rate for each time called out. (e) On a recognized holiday, the on-call employee shall receive three (3) hours holiday pay starting at 7:00 A.M. to 3:30 P.M. for said holiday plus normal rate. (f) An employee "on call" under the stand-by portion of this Agreement is responsible for notifying the Commission if he/she becomes too ill to perform the job in the event of an emergency call. This would apply whether the employee was out sick for the regular shift or if the incapacity occurred during or after the regular shift had been completed. Such notification in the event of illness or serious accident is paramount to the continued success of serving the Commission's customers in an emergency situation. Any hours of pay earned from the stand-by provision may be converted to compensatory time in accordance with Article VI Section 11. One hour of stand-by pay would convert to one hour of compensatory time. (g) If an on-call employee does not report to the Plant Operations Shift Coordinator in the time allotted in Section (a), or fails to respond to his/her page, the "on call" employee shall forfeit the 1½ or 3 hours "on call" pay for that day.

Stand-by Duty. (a) Employees whose job requirements include assignment A. The City may assign CID officers to take emergency calls outside of normal scheduled hours will be required, during periods of such assignment, to make themselves available to their reporting location within thirty minutes (30) . Contact by the Public Utilities Commission to individuals on such stand-by duty for a seven day time period. Compensation for stand-by duty is identified in Appendix D of this agreement. Stand-by duty time shall not be considered or treated as hours worked for the purpose of determining overtime eligibility and compensation. The stand-by rotation will be established after first and second round vacation assignments are completed for each sign-up period. All CID officers, including the CID Sergeant, will be included in the rotation. Assignments for holiday weeks shall be rotated. CID officers are allowed to make duty trades during stand-by a cell phone, to be furnished by assignment with the HPUCapproval of the Lieutenant or designee.
B. Officers on stand-by status will keep in their possession a department owned, telephone activated pager for notification purposes. When paged for callback the officer will contact the department or METCAD as soon as possible and respond to the department or the assigned location within forty-five (b45) When employees have been placed "on call" they minutes after the page. D. Officers on stand-by pay would convert status must be mentally and physically fit for duty. Officers responding to one hour callback assignments will be held to all requirements of compensatory timethose officers on regular duty. Officers who are unable or unavailable to respond to callback, for any reason, while on stand-by, shall immediately notify the CID Sergeant or in his/her absence the Lieutenant or designee. If the officer on stand-by is unable or unavailable to respond to callback, the CID Sergeant will make a reasonable effort to contact the other CID officers to offer them the callback. If no CID officer accepts the callback, the CID Sergeant may require a CID officer to respond to the callback.
(g) If an on-call employee does not report to the Plant Operations Shift Coordinator in the time allotted in Section (a), or E. Any officer who fails to respond when he/she is called, paged or contacted, or who responds in an unreasonable time period or unacceptable manner, shall not be eligible to his/her page, the "on call" employee shall forfeit the 1½ or 3 hours "on call" pay for that dayreceive stand-by pay.
