Temporary Transfers. 15.01 Any employee who, for the convenience of the company is temporarily transferred to another job classification in which the rate of pay is different from that in effect on such employee's regular job, shall be paid, while so employed, as follows: a) If the rate of pay for the job classification to which he/she is transferred is less than the employee's regular pay, he/she shall receive his/her own higher rate of pay; b) If the rate of pay for the job classification to which he/she is transferred is higher than the employee's regular pay, he/she shall receive the higher rate of pay for the job to which he/she is temporarily transferred. b) if the rate of pay for the job classification to which he/she is transferred is higher than the employee's regular pay, he/she shall receive the higher rate of pay except in job classifications where more than one level of competence is established in which case he/she will receive the first level of the job title to which he/she is assigned.
15.03 A temporary transfer made pursuant to Section 15.01 other than those made for the purpose of filling a job because of sickness, accident or a leave of absence, 13.03 Temporary transfers shall not exceed thirty (30) working daysdays unless the parties mutually agree that such period should be extended. Any extensions beyond thirty (30) days will require Employees transferred under this article if any rate change is required shall receive the consent new rate commencing at the start of the parties, and such consent day following the date of the transfer. An Employee working overtime at a job of a higher category will not be reasonably withheld. The Union will be given written notice of all temporary transfers expected to last in excess of one
(1) weekreceive the higher rate.

Temporary Transfers. 15.01 Any employee who, The City and the Union shall develop guidelines for the convenience use of temporary transfer by developing specific language to fit its operational units.
A. All employees shall be required to perform any and all temporary transfer duties of which they are capable regardless of their usual or customary duties. The agency shall notify the company Union of any temporary transfer that exceeds 30 days. A copy of such notice will be given to Ohio Council 8 Regional Office. Temporary transfer may be used:
1. To fill a vacancy caused by an employee being on sick or other approved leave of absence;
2. To provide vacation relief scheduling;
3. To fill an opening temporarily pending permanent filling of such opening;
4. To meet an emergency situation;
5. To temporarily transfer an employee who is temporarily incapacitated because of an off the job injury or illness.
B. When an employee is temporarily transferred to substitute in another job classification in which the with a rate of pay lower than his own for reasons (l) through (4), he shall receive his regular rate of pay. When he is different from that in effect on such employee's regular jobtemporarily transferred to a lower classification for reason (5), he shall be paid, while so employed, as follows:
a) If receive the highest rate of pay for applicable to his temporary transfer.
C. When an employee is temporarily transferred to perform the job duties that are in a higher classification to which he/she is transferred is less than his own, he shall be paid a minimum of four (4) hours at the employee's regular pay, he/she shall receive his/her own higher rate of pay;
b) . If the rate employee performs the duties of pay the higher classification for the job classification to which he/she is transferred is higher more than the employee's regular payfour (4) hours, he/she he shall receive the higher rate of pay for the job to which he/she entire shift. (See Art. 18, Section F) An employee who is temporarily transferred. Notwithstanding the above, the provisions of 15.01 a) & b) do not apply transferred to Apprentice employees who may be assigned to assist a Field Mechanic out of the shop. In such case, the Apprentice will position from which he is displaced shall be paid at the difference, in cents per hour, between the Journeyperson rate of pay and he would be receiving had he not been displaced for the Field Service Level 1 duration of the temporary transfer.
D. When an employee is temporarily transferred to substitute for a position in a classification higher than his regular rate of pay for each hour worked.
15.02 An employee whoreason (5) above, for the convenience and benefit of the employee, is temporarily transferred to another job classification instead of being laid off due to lack of work, breakdown of machinery, or other like cause, he shall be paid, while so employed as follows:
a) if the rate of pay for the job classification to which he/she is transferred is less than the employees' receive his regular rate of pay, he/she shall receive the lower rate paid on the job to which he/she is transferred.
bE. All temporary transfers will be paid starting with the first day of such transfer.
F. Any employee temporarily transferred in accordance with Paragraph C of this Article for more than six (6) if the rate of pay for the job classification to which he/she is transferred is higher than the employee's regular pay, he/she months shall receive the higher rate of pay except in job classifications where more than one for Paid Sick Leave, Injury With Pay Leave, Vacations and Holidays. The City will not remove an employee from a temporary transfer for the purposes of avoiding payment of this benefit.
G. Time worked on a temporary transfer basis may not be used to meet the qualifications for a higher level of competence is established in position.
H. Unless the Civil Service Commission provides otherwise, all vacancies which case he/she will receive are to be filled by the first level temporary transfer shall be filled according to the following procedure:
1. 1. In the event a civil service exam has not been administered within 180 calendar days from the date the vacancy occurred, the City shall post a notice of the job title to opening in the proper employing unit from which he/she eligibility is assigneddetermined for seven (7) calendar days.

15.03 A 16:02 DURATION OF TRANSFERS
(a) Between Departments Temporary transfers, not exceeding thirty (30) working days will not be posted, but the Union will be advised in advance if possible. By mutual consent between Union and Management job postings can be waived for temporary transfer made pursuant jobs exceeding thirty (30) working days.
(b) Within Departments When an employee has been transferred to Section 15.01 other than those made for another classification and the purpose of filling a job because of sickness, accident or a leave of absence, position is to become permanent Article 16 shall not exceed apply after thirty (30) working days. In bargaining unit shall accumulate seniority for a period of three (3) months and should such caseemployee decide to return to the bargaining unit or be returned by the Company during the three (3) months period, the Apprentice will be paid the difference, in cents per hour, between the Journeyperson rate of pay and the Field Service Level 1 rate of pay for each hour worked.
15.02 An employee who, for the convenience and benefit of the employee, is temporarily transferred to another job classification instead of being laid off due to lack of work, breakdown of machinery, or other like cause, they shall be paid, while so employed as follows:
a) if the rate of pay for returned to the job classification and department held by such employee immediately prior to which he/she is such transfer. Employees transferred is back into the bargaining unit after three months will start as a new employee.
13.04 In filling temporary vacancies for periods of less than one-week, the employees' regular rate Company shall transfer in accordance with the requirements of pay, he/she shall receive the lower rate paid Section 9.04 giving preference first to those on the job same shift as the vacancy. In filling temporary vacancies for periods in excess of one-week, the Company shall transfer in accordance with the requirements of 9.04 without regard to which he/she is transferred.

Temporary Transfers. 15.01 Any (a) When an employee whohas been temporarily transferred to a different classification, for a period of four (4) consecutive hours or more, or a double transfer, they will be paid $0.35 an hour for such hours worked. It is the convenience understanding of the Company and the Union that the intent of this section was to compensate employees when temporarily transferring them to another position at the will of the company for short periods of time. To more clearly define the intent of this clause, it is temporarily transferred agreed that this will not include transfers to another job classification other positions as a result of layoffs and or a loss of business in which a given area. It is also understood that the rate of pay is different from maximum time that in effect on such employee's regular job, shall be paid, while so employed, as follows:
a) If the rate of pay for the job classification to which he/she is transferred is less than the employee's regular pay, he/she shall receive his/her own higher rate of pay;

15.02 An (b) When a qualified employee who, for the convenience and benefit of the employee, is temporarily transferred who has been reclassified downward to another a lower rated job classification instead of being laid off due to lack of work, breakdown is asked to work in his/her former job classification for a period of machineryfour (4) consecutive hours in any one shift, or other like causea total of sixteen (16) non- consecutive hours in any one pay period, shall be paid, while so employed as follows:
a) if the rate of pay for the job classification to which he/she is transferred is less than the employees' regular rate of pay, he/she shall receive the lower rate paid on the job to which he/she is transferred.
b) if the rate of pay for the job classification to which he/she is transferred is higher than the employee's regular pay, he/she shall receive the higher rate of pay except in job classifications where more than one level of competence is established in which case then he/she will receive be paid for all such hours worked at the first level of the job title to which rate he/she is assignedhad formerly received while working full time in this job.
15.03 (c) When an employee on a lower rated job is asked to work on a higher rated job for a period of four (4) consecutive hours in any one shift, or a total of sixteen (16) non- consecutive hours in any one pay period, then he/she will be paid a rate no less than the minimum of the range of the higher rated job for all such hours worked. An employee who has attained seniority, who is already working in the section or who had worked in the section previously, shall be paid a rate no less than one-third of the difference between the top and the bottom of the range below the maximum of the higher rated job on which he or she is asked to work.
(d) Time worked and paid for under (a), (b) and (c) above, must constitute the hours worked requirements as indicated, and will not include casual hours worked on occasion as relief or substitute.
(e) An employee who is transferred to a lower rated job for the convenience of the Company will retain his/her present hourly rate while so employed.
(f) A temporary transfer made pursuant to Section 15.01 other than those made for the purpose of filling a job because of sickness, accident or a leave of absence, work assignment shall not exceed thirty a period of six (306) working daysconsecutive weeks without being discussed with the Union. Any extensions beyond thirty The six (306) days will require the consent of week period can be extended by mutual agreement between the parties. In the event the parties can not reach agreement to extend the temporary work assignment, and such consent will not be reasonably withheld. the Company shall post the job for permanent assignment.

Temporary Transfers. 15.01 Any employee whoThe filling of all temporary vacancies shall be in accordance with the seniority provisions of this contract, if such temporary vacancy does not continue for more than fifteen (15) working days. If such continues for more than fifteen (15) working days, Employees shall bid on that job on a temporary basis in the convenience same manner set forth in the Subsection 6.6 of this Article VI for bidding on permanent vacancies. 15.02 An employee who, for the convenience and benefit of the employee, is temporarily transferred to another job classification instead of being laid off due to lack of work, breakdown of machinery, or other like cause, shall be paid, while so employed as follows:
a) if the rate of pay for the job classification to which he/she is transferred is less than the employees' regular rate of pay, he/she shall receive the lower rate paid on the job to which he/she is transferredfor his or her regular job.
b) if the rate of pay for the job classification to which he/she is transferred is higher than the employee's regular pay, he/she shall receive the higher rate of pay except in job classifications where more than one level of competence is established in which case he/she will receive the first level of the job title to which he/she is assigned.
15.03 A temporary transfer made pursuant to Section 15.01 other than those made for the purpose of filling a job because of sickness, accident or a leave of absence, shall not exceed thirty (30) working days. Any extensions beyond thirty (30) days will require the consent of the parties, and such consent will not be reasonably withheld. Temporary Transfers. 15.01 Any employee who, for the convenience of the company is a) When an Employee has been temporarily transferred to a different classification, for a period of four (4) consecutive hours or more, or a double transfer, they will be paid $0.35 an hour for such hours worked. It is the understanding of the Company and the Union that the intent of this section was to compensate Employees when temporarily transferring them to another job classification position at the will of the Company for short periods of time. To more clearly define the intent of this clause, it is agreed that this will not include transfers to other positions as a result of layoffs and or a loss of business in which a given area. It is also understood that the rate maximum time that this increase will be paid is 6 weeks (contract definition of pay is different from a short-term transfer). a) if the rate of pay for the job classification to which he/she is transferred is less than the employees' regular rate of pay, he/she shall receive the lower rate paid on the job to which he/she is transferred.
b) if the rate of pay for the job classification to which he/she is transferred is higher than the employee's regular pay, he/she shall receive the higher rate of pay except in job classifications where more than one level of competence is established in which case then he/she will receive be paid for all such hours worked at the first level of the job title to which rate he/she is assignedhad formerly received while working full time in this job.
15.03 c) When an Employee on a lower rated job is asked to work on a higher rated job for a period of four (4) consecutive hours in any one shift, or a total of sixteen (16) non- consecutive hours in any one pay period, then he/she will be paid a rate no less than the minimum of the range of the higher rated job for all such hours worked. An Employee who has attained seniority, who is already working in the section or who had worked in the section previously, shall be paid a rate no less than one-third of the difference between the top and the bottom of the range below the maximum of the higher rated job on which he or she is asked to work.
d) Time worked and paid for under a), b) and c) above must constitute the hours worked requirements as indicated, and will not include casual hours worked on occasion as relief or substitute.
e) An Employee who is transferred to a lower rated job for the convenience of the Company will retain his/her present hourly rate while so employed.
f) A temporary transfer made pursuant to Section 15.01 other than those made for the purpose of filling a job because of sickness, accident or a leave of absence, work assignment shall not exceed thirty a period of six (306) working daysconsecutive weeks without being discussed with the Union. An employee temporarily assigned by the Employer for one hour or more to perform duties in higher rated category shall be paid not less than the start rate for that category. 2. When it is known to the Company that an employee will miss work for period of thirty (30) working days or less and as a result a vacancy as deemed by the Company exists in that classification, the Company will:
(a) Recall for the job duration of the vacancy the most senior employee laid off from that classification, regardless of shift, to fill the vacancy, if necessary, or
(b) If the classification is not affected by layoff, the Company will offer to which he/she is transferred is less than the employees' regular rate most senior employee temporary transfer for the duration of paythe vacancy, he/she shall receive provided the lower rate paid on most senior employee has the job ability to which he/she is transferredperform the work to fill the vacancy. No employee will be forced to accept a temporary assignment provided there are junior employees available who have the ability to perform the required work.

If the Company receives notice of an absence within one (1) hour prior to the shift or any time during that shift and as a result a vacancy as deemed by the Company exists and there are no employees available on that shift to recall, the Company may temporarily transfer the most senior employee working that shift who has the ability to perform the required work.

Temporary Transfers. 15.01 Any (a) When an employee whohas been temporarily transferred to a different classification, for a period of four (4) consecutive hours or more, they will be paid $0.35 an hour for such hours worked. It is the convenience understanding of the Company and the Union that the intent of this section was to compensate employees when temporarily transferring them to another position at the will of the company for short periods of time. To more clearly define the intent of this clause, it is temporarily transferred agreed that this will not include transfers to another job classification other positions as a result of layoffs and or a loss of business in which a given area. a) if the rate of pay for the job classification to which he/she is transferred is less than the employees' regular rate of pay, he/she shall receive the lower rate paid on the job to which he/she is transferred.
b) if the rate of pay for the job classification to which he/she is transferred is higher than the employee's regular pay, he/she shall receive the higher rate of pay except in job classifications where more than one level of competence is established in which case then he/she will receive be paid for all such hours worked at the first level of the job title to which rate he/she is assignedhad formerly received while working full time in this job.
15.03 (c) When an employee on a lower rated job is asked to work on a higher rated job for a period of four (4) consecutive hours in any one shift, or a total of sixteen (16) non- consecutive hours in any one pay period, then he/she will be paid a rate no less than the minimum of the range of the higher rated job for all such hours worked. An employee who has attained seniority, who is already working in the section or who had worked in the section previously, shall be paid a rate no less than one-third of the difference between the top and the bottom of the range below the maximum of the higher rated job on which he or she is asked to work.
(d) Time worked and paid for under (a), (b) and (c) above, must constitute the hours worked requirements as indicated, and will not include casual hours worked on occasion as relief or substitute.
(e) An employee who is transferred to a lower rated job for the convenience of the Company will retain his/her present hourly rate while so employed.
(f) A temporary transfer made pursuant to Section 15.01 other than those made for the purpose of filling a job because of sickness, accident or a leave of absence, work assignment shall not exceed thirty a period of six (306) working daysconsecutive weeks without being discussed with the Union. Temporary Transfers. 15.01 Any 8.1 When any employee whois temporarily transferred by the Company for a period of one week or less, for he shall be paid the convenience base rate of his regular job or the base rate of the company temporary job, whichever is higher, plus any applicable shift premium. If the employee is not returned to his regular job after one week, and his temporary transfer is renewed, he will continue to be paid the base rate of his regular job or the base rate of the temporary job, whichever is higher, plus any applicable shift premium. While on temporary transfer, the employee will continue to accrue seniority in his home department.
8.2 When any employee is temporarily transferred at his own request, he shall be paid the base rate of the temporary job, plus any applicable shift premium.
8.3 For the purpose of protecting the earnings of senior incentive employees who are temporarily transferred by the Company, the following procedures will be used:
A. When any incentive employee is temporarily transferred to another department while any employee with less departmental seniority performs incentive work in the department (defined in 8.4, E below) of the transferred employee, such transferred employee will be paid his average earnings or his earnings on the temporary job, whichever are higher.
B. When any incentive employee is temporarily transferred within his department to another Work Section (defined in 8.4, F below) while any employee with less departmental seniority performs incentive work in the Work Section of the transferred employee, the transferred employee will be paid his average earnings or his earnings on the temporary job, whichever are higher.
C. However, if any incentive employee is temporarily transferred as a result of machinery breakdown which occurs during his scheduled shift, he will be paid base rate of his regular job classification in which or the base rate of the temporary job, whichever is higher, plus any applicable shift premium, but not average earnings. TRANSFERS OTHER THAN TEMPORARY
8.4 In the event an employee is transferred as provided for below, he shall be paid the rate of pay the Job to which he is different from that transferred, effective on the date of transfer.
A. When it is necessary to reduce the number of employees in effect on such employee's regular joba department, the last man assigned to the department shall be paidthe first selected for transfer. Such employee transferred out of the department shall have the right to transfer back to his last department, while so employedexcept he shall not replace any employee in his former department who has greater departmental seniority. If his last department is not open to him by application of departmental seniority, as follows:
a) If the rate of pay for the job classification to which he/she is transferred is less than the employee's regular pay, he/she shall receive his/her own higher rate of pay;

Any extensions beyond If the rate of the job to which an employee is temporarily transferred other than as a result of exercising his seniority during a lay-off or at an employee's request, is less than the rate of his regular job he shall be paid the rate of his regular job during the period of such temporary transfer. Where the transfer results from the exercise of seniority during lay-off or as a result of employee's request, he shall be paid the rate of the job to which he is transferred. It is the responsibility of the department supervisor to issue the proper rate. When a temporary transfer is made from one department to another the Company will transfer the employee with the least seniority, always having regard to the requirements of the business and the ability of the employee to do the required work satisfactorily. Where an employee is awarded a permanent job in another department and is consistently thereafter returned temporarily to perform the job in his previous department because of his qualifications to perform the work he may express his dissatisfaction with such transfers and the Company will, subject to seniority, make a reasonable effort to obtain a replacement who can satisfactorily perform the work or train another employee who possesses suitable qualifications and can qualify within a reasonable period for such temporary transfer.
10.02 If an employee is temporarily assigned to another shift, he may apply to be transferred to his or her original shift. If a job is available on the desired shift and more than one person is applying for that position, the individual who can perform the job and with the most seniority will be granted the transfer for a thirty (30) days will require the consent of the parties, and such consent will not be reasonably withheld. The Union will be given written notice of all temporary transfers expected to last in excess of one
(1) weekday period.
15.04 a) The Company will solicit volunteers interested in future temporary assignments to remote sites in January and July of each year. Volunteers will be offered remote site rotations on a rotating schedule based on departmental seniority, site eligibility and skill and ability. Declined site rotations will be treated as accepted rotations.
