Wales. The National Council for Education and Training for Wales (ELWa – Education and Learning Wales, part of WAG from April 2006) has been active in developing measures of performance for the sector, aimed at providing data to providers for benchmarking and monitoring their performance (ELWa, 2004c).These new measures are proposed for FE, WBL, community learning and school sixth forms funded by the Welsh Assembly Government and are based around similar themes to the measures being developed in England: • completion rates • attainment • value for money • learner destinations • customer satisfactionvalue added • engagement with employers • engagement with communities. ELWa has also introduced a requirement for providers to complete a self-assessment report and quality development plan. This requires the use of benchmarking data to compare the performance of different programmes, subject areas and departments, using trends across recent years, performance against targets and measuring their performance against that of other providers.

Wales. In the case of the funding of FE provision in Wales, out-turn figures are produced from the Lifelong Learning Wales Record (LLWR) data submitted by providers. Funding is then allocated at an aggregated level, based on a comparison between out-turn and target figures. This prohibits subsequent disaggregation back to learning aim level, which would restrict efforts to accurately apportion amounts of investment in LLUK-relevant provision specifically. For this reason, funding for FE in Wales was not obtained for this report.
Wales. In its latest Progress Report for Wales, the Climate Change Committee finds that while Wales achieved a reduction in carbon emissions by 28% below 1990 levels in line with its First Carbon Budget (2026- 2020), progress is highly dependent on reducing emissions in sectors such as industry, where policy levers are largely reserved to the UK government. With Welsh industry representing 16% of UK industrial emissions, it also has a major role to play in the UK’s pathway to Net Zero. However, as of June 2023, there are currently no engineered removals projects operating in Wales. The Welsh Government has not yet defined the role it expects engineered removals to play in delivering Net Zero in Wales. In the Second Carbon Budget61, the Welsh Government has nonetheless committed to undertaking a feasibility study for different engineered removals approaches. The Welsh Government has also committed to engaging in UK Government discussions and decision-making on the governance and regulation of engineered removals. Finally, Wales is a core member of Beyond Oil and Gas Association (BOGA), an association that is committed to end new concessions, licensing or leasing rounds for oil and gas production and exploration and to set a Paris-aligned date for ending oil and gas production and exploration on the territory over which they have jurisdiction.
