Community board or “board” means a board created pursuant to section 4.

Community board means an advisory body operating under the jurisdiction of the New York City government, comprised of members appointed by their respective borough president, having the primary functions of assessing the needs of and advising elected officials and local government agencies on matters affecting the social welfare of their districts.
