Basis for Contract Award. This is a competitive best value source selection in which competing Offerors' past performance history will be evaluated on a basis approximately equal to cost or price considerations. By submission of its response (“Proposal”), the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. All technically acceptable Proposals shall be treated equally except for price and performance records. Failure to meet a requirement may result in a Proposal being determined technically unacceptable. The City reserves the right to reject any Proposal that takes exception to the solicitation terms and conditions. The evaluation process shall proceed as follows:

The Government will select the best overall offer, based upon an integrated assessment of the evaluation factors and subfactors described below.
Basis for Contract Award. The Government intends to make award to each and all qualifying offerors. A qualified offeror is determined to be a responsible source, submitting a technically acceptable proposal that conforms to the requirements of the solicitation and who the contracting officer has no reason to believe would be likely to offer other than fair and reasonable pricing. The Government intends to award without discussions. Each Contractor shall be evaluated relative to the following:
Basis for Contract Award a. Award of the Contract, if made, will be done on a best value basis to the highest ranked responsive and responsible proposer whose offer conforms most to the solicitation. The proposal is judged by an integrated assessment of the evaluation criteria that is most advantageous to the ATN, price/cost and other factors considered. b. ATN may select other than the lowest cost/priced, technically acceptable offer if it is determined that the additional technical merit offered is worth the additional cost in relation to other proposals received. ATN is more concerned with obtaining excellent technical features than with making an award at the lowest overall cost/price to the ATN. However, the ATN will not make an award at a significantly higher overall cost to achieve only slightly superior technical features. c. Accordingly, ATN may not necessarily make an award to the proposer with the highest technical ranking nor award to the proposer with the lowest priced proposal if doing so would not be in the overall best interest of ATN. For evaluation purposes, if proposals become more technically equivalent, then cost/price becomes more important and may be the deciding factor.

A contract may be awarded to the Offeror who is deemed responsible in accordance with the FAR, as supplemented, whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications and all other information required by Section L of this solicitation) and is judged, based on the evaluation factors and subfactors to represent the best value to the Government. The Government seeks to award to the Offeror who gives the Air Force the greatest confidence that it will best meet or exceed the requirements for the proposed cost and fee. The source selection authority (SSA) will base the source selection decision on an integrated assessment of proposals against all source selection criteria in the solicitation (described below). While the Government source selection evaluation board (SSEB) and the SSA will strive for maximum objectivity, the source selection process, by its nature, is subjective and, therefore, professional judgment is implicit throughout the entire process.
Basis for Contract Award. The Government intends to award a single contract to an Offeror whose proposal represents the best value to the Government based on consideration of the evaluation factors outlined in this solicitation. The best value to the Government is that proposal that meets the requirements of this solicitation and that is determined to be the most advantageous to the Government, considering all of the evaluation factors. The importance of price will increase, if offerors in the competitive range are considered essentially equal in terms of technical capability, or if price is so significantly high as to diminish the value of technical superior proposed solution to the government. In selecting an awardee, the Government may be willing to pay a premium for a technically superior solution. The Government may cease evaluation of any proposal that the Government determines is noncompliant, unacceptable, or otherwise ineligible for award. In making its best value determination, the Government will consider the relative importance of the factors.

Award will be made to the offeror whose proposal is technically acceptable and offers the lowest price to the Government using LPTA evaluation process.
Basis for Contract Award. Unless all offers are rejected, the Government intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract and concurrently award Task Order One (1) to responsible Offeror whose offer, conforming to the solicitation, is determined to be the overall best value basis using trade-offs, price, and other factors considered. The single award IDIQ will be hybrid contract type that will consist of Firm Fixed Price, Cost, and Cost Plus Fixed Fee (CPFF) task orders. The Government may select for award the Offeror whose price is not necessarily the lowest, but whose technical proposal is more advantageous to the Government and warrants the additional cost. Offerors must satisfy the requirements described in the Performance Work Statement (PWS) as well as other Request for Proposal (RFP) requirements. Proposals that take exception to any performance criteria may be deemed unacceptable. Proposals will be reviewed, evaluated, and awarded in accordance with the evaluation criteria identified in this document. Proposals that take exception to any requirement, state assumptions or impose requirements not in or contrary to the solicitation or otherwise qualify the proposal shall not be considered and shall be deemed unacceptable for award.
