Definitions and Purpose. A. Definition A grievance is defined as any dispute involving the interpretation, application, or alleged violation of any provision of this Agreement. The "grievant" shall be defined as the party filing the complaint (i.e.: employee, employees, Association, or District).
B. Purpose The primary purpose of this procedure is to secure at the lowest possible level, a prompt and equitable solution to disputes arising between the parties. Early involvement of a representative from the Association is encouraged.
Definitions and Purpose. A seniority list shall be established naming all the employees covered by this Agreement with the employee with the greatest seniority (years of service) listed first. Seniority shall be based upon the employees last date of hire. Seniority, for the purpose of this Agreement, shall be interpreted to mean length of continuous service within the unit only from the date of last hire and shall be a factor in all matters affecting promotions if employees are otherwise substantially equally qualified and shall be a major factor in all matters affecting lay-off, recall, and vacation preference.

The University does not use the concept of "recognizing" fraternal organizations. These organizations are free to exist independent of this Agreement. Fraternal organizations enter into this Agreement to seek certain benefits from the University, including a system of support and accountability. The purpose of this Agreement is to describe the entire relationship between the University and the Fraternal Organization., including the benefits the Fraternal Organization may receive from the University if the conditions set forth in this Agreement are met.
