DESCRIPTION OF OBJECTIVES. Conduct tasks in accordance with this Description of Objectives, as prioritized by AFCEC ISS Project Manager (PM) and Base Natural Resources Manager (NRM). Only work aligned with the original Air Force (AF) ACES programming and approved by the AFCEC ISS PM should be completed as part of this task order (TO). Travel, Coordination, and Project Management for all tasks is as follows: Travel: Provide transportation and fuel for all non-federal entity (NFE) staff to get to and from all field sites. Retain current proof of insurance, current registration, and REAL ID-compliant driver’s licenses for all modes of transportation. Coordination: Coordinate concurrently with the Base NRM, AFCEC Xxxxxx XXX, and USACE PM. All work shall be approved by the AFCEC and be consistent with the Project Schedule & Work Plan (Deliverable 8.3) approved by the Base NRM. Schedule changes will be jointly made by the Base NRM, AFCEC Xxxxxx XXX, and US Army Corps of Engineers (USACE) PM and align with the Xxxxx Act-compliant INRMP and original ACES programming. Any changes in scope or cost must be approved by the USACE Grants Officer. All coordination with state and federal regulators will be by the Base NRM or AFCEC ISS only.
DESCRIPTION OF OBJECTIVES. 3.1 Task 1: Prepare an Integrated Wildland Fire Management Plan (IWFMP) The recipient shall provide subject matter expertise from a Fire Management Officer or equivalent that has Incident Commander Type 5 (ICT5) and Prescribed Fire Burn Boss Type 3 (RXB3), or Firefighter Type 1 (FFT1) and Prescribed Fire Burn Boss Type 3 (RXB3) to prepare an IWFMP for Devens RFTA. This plan will provide planning and guidance on prescribed fire operations and wildland fire response for 5,000 acres of Devens RFTA South Post. The IWFMP will include operations that address fuel load, fire management zones, and identify areas to restore and maintain fire adapted communities (e.g., Pitch Pine Barrens). IWFMP will follow all Army Wildland Fire Guidance dated 15 March 2021 and follow provide standardized template. The IWFMP will be up to all National Wildfire Coordinating Group (NWCG) standards and follow all State and Federal Laws. The IWFMP will comply and integrate with the Installation Integrated existing Fire and Emergency Services Program (F&ES) plan(s), the Range Complex Master Plan (RCMP). During the preparation of this plan the recipient shall ensure that all threatened and endangered species considerations are coordinated with the Devens RFTA Natural Resources Manager. All components of the plan will be coordinated and approved by the Devens RFTA Natural Resources Manager.
DESCRIPTION OF OBJECTIVES. 3.1 Task 1: GIS Support GIS tasks include performing data acquisition, data management, natural resource GIS mapping, and field GPS data collection. Data analysis for projects are related to threatened and endangered plants and wildlife, invasive plants, habitat restoration, easements and land ownership, hydrology, boundary and encroachment. Additional tasks include field support of other natural resource programs: botany, wildlife biology, and cultural resources monitoring, boundary surveys and park operations.

  • Technical Objections to Grievances It is the intent of both Parties of this Agreement that no grievance shall be defeated merely because of a technical error, other than time limitations in processing the grievance through the grievance procedure. To this end, an arbitration board shall have the power to allow all necessary amendments to the grievance and the power to waive formal procedural irregularities in the processing of a grievance, in order to determine the real matter in dispute and to render a decision according to equitable principles and the justice of the case.
