Development finance cooperation. 1. The Parties recognise that development cooperation is a crucial element of their partnership and an essential factor for the realization of the objectives of this Agreement as laid down in Article 1. Development finance cooperation for regional economic cooperation and integration, as provided for in the Cotonou Agreement, shall be carried out so as to support and promote the efforts of the SADC EPA States to achieve the objectives and to maximise the expected benefits of this Agreement. Areas of cooperation and technical assistance are set out, as appropriate, in Chapter 3 and in the other Chapters of this Agreement. Cooperation shall be implemented according to the modalities provided for in this Article, shall be kept under ongoing review and shall be revised as necessary according to the provisions of Article 108 of this Agreement. 2. The European Community2 financing pertaining to development co-operation between the SADC EPA States and the European Community supporting the implementation of this Agreement shall be carried out within the framework of the rules and relevant procedures provided for by the Cotonou Agreement, in particular the programming procedures of the European Development Fund and within the framework of the relevant instruments financed by the General Budget of the European Union. In this context, supporting the implementation of this Interim EPA shall be a priority. 3. The Member States of the European Union collectively undertake to support, by means of their respective development policies and instruments, development cooperation activities for regional economic cooperation and integration and for the implementation of this agreement in the SADC EPA States and at the regional level, in conformity with the complementarity and aid effectiveness principles. 4. The Parties recognize that adequate resources will be required for the implementation of this Agreement and the fullest realization of its benefits. In this respect the Parties shall cooperate to enable SADC EPA States to access other financial instruments as 2 Not including Member States. well as facilitate other donors willing to further support the efforts of the SADC EPA States in achieving the objectives of this Agreement. 5. The Parties agree that a regional development financing mechanism such as an EPA fund would provide a useful instrument for efficiently channelling development financial resources and for implementing EPA accompanying measures. UK financing pertaining to development cooperation between Cameroon and the UK supporting the implementation of this Agreement shall be within the framework for development cooperation as set out in Annex IV. In this context, supporting the implementation of this Agreement shall be one of the priorities. 2. The UK undertakes to support, by means of its development policies and instruments - including aid for trade - development activities for economic cooperation and for the implementation of this Agreement, in accordance with the principles of effectiveness and complementarity of aid. The UK may provide this support to the key areas listed in Article 5 and Annex I, or to other areas of assistance. 3. The Parties shall cooperate in order to facilitate the participation of other donors willing to support the efforts of Cameroon to achieve the objectives of this Agreement. 4. Development finance cooperation. The EU side presented an oral report to the Committee about the outcomes of the 25th meeting of the ACP-EU Development Finance Cooperation (DFC) Committee, which took place in Brussels on 28 April 2010. During the meeting, the Commission gave an overview of the progress as regards implementation of the 10th EDF and presented the progress achieved in the framework of the 10th EDF Mid-Term Review. Moreover, the Commission provided information on the implementation of the V-Flex. The European Investment Bank representative informed the Committee about the 2009 Annual Report on EIB activity, and finally the Committee approved the DFC Programme for 2010-2011. Under AOB, the ACP side requested the Committee to recommend to the ACP-EU Council that power be delegated to the ACP-EU Committee of Ambassadors to adopt a decision increasing Intra-ACP resources. The DFC Committee Chair confirmed that the presentation given by the Commission was in accordance with the letter and the spirit of the meeting. The ACP side took note of the report presented and notified the Committee that a detailed Report would be presented at the ACP-EU Council of Ministers in Ouagadougou.
