Development Cooperation. 1. The Parties recognise that development cooperation is a crucial element of their Partnership and an essential factor in the realisation of the objectives of this Agreement as laid down in Article 1. This cooperation can take financial and non-financial forms.
2. Development cooperation for regional economic cooperation and integration, as provided for in the Cotonou Agreement, shall be carried out so as to maximise the expected benefits of this Agreement. Areas of cooperation and technical assistance are set out, as appropriate, in the individual Chapters of this Agreement. Cooperation shall be implemented according to the modalities provided for in this Article, shall be kept under ongoing review and shall be revised as necessary according to the provisions of Article 246 of this Agreement.
3. The European Community financing pertaining to development cooperation between CARIFORUM and the European Community supporting the implementation of this Agreement shall be carried out within the framework of the rules and relevant procedures provided for by the Cotonou Agreement, in particular the programming procedures of the European Development Fund (EDF), and within the framework of the relevant instruments financed by the General Budget of the European Union. In this context, supporting the implementation of this Agreement shall be one of the priorities.
4. Commensurate with their respective roles and responsibilities, the European Community and the Signatory CARIFORUM States shall take all measures necessary to ensure the effective mobilisation, provision and utilisation of resources aimed at facilitating the development cooperation activities provided for in this Agreement.
5. The Member States of the European Union collectively undertake to support, by means of their respective development policies and instruments, development cooperation activities for regional economic cooperation and integration and for the implementation of this Agreement in CARIFORUM States and at the regional level, in accordance with the complementarity and aid effectiveness principles.
6. The Parties shall cooperate to facilitate the participation of other donors willing to support the cooperation activities referred to in paragraph 5 and the efforts of the CARIFORUM States in achieving the objectives of this Agreement.
Development Cooperation. 1. The primary goal of development cooperation is to encourage sustainable development that will contribute to the reduction of poverty and to the attainment of internationally agreed development goals including the Millennium Development Goals. The Parties shall engage in regular dialogue on development cooperation in line with their respective priorities and areas of mutual interest.
2. The development cooperation dialogue shall aim at, inter alia:
a) promoting human and social development;
b) pursuing sustained inclusive economic growth;
c) promoting environmental sustainability and sound management of natural resources including promotion of best practices;
d) reducing the impact, and managing the consequences of, climate change;
e) enhancing capacity to implement deeper integration into the world economy and international trading system;
f) promoting public sector reform particularly in the area of public finance management to improve the delivery of social services;
Development Cooperation. 1. The Community recognizes that ASEAN is a developing region and will expand its cooperation with ASEAN in order to contribute to ASEAN's efforts in enhancing its self-reliance and economic resilience and social well-being of its peoples through projects to accelerate the development of the ASEAN countries and of the region as a whole.
2. The Community will take all possible measures to intensify its support, within the framework of its programmes in favour of non-associated developing countries, for ASEAN development and regional co-operation.
3. The Community will cooperate with ASEAN to realize concrete projects and programmes inter alia food production and supplies, development of the rural sector, education and training facilities and others of a wider character to promote ASEAN regional economic development and cooperation.
4. The Community will seek a coordination of the development cooperation activities of the Community and its Member States in the ASEAN region especially in relation to ASEAN regional projects.
5. The Parties shall encourage and facilitate the promotion of cooperation between sources of finance in the two regions.

Areas of cooperation and technical assistance are set out in this Agreement, as appropriate. Cooperation shall be implemented according to the modalities provided for in this Article. Such modalities shall be kept under ongoing review and shall be revised as necessary in accordance with the provisions of Article 116.

The EU1 financing pertaining to development cooperation between the SADC EPA States and the EU supporting the implementation of this Agreement shall be carried out within the framework of the rules and relevant procedures provided for by the Cotonou Agreement, in particular the programming procedures of the European Development Fund, and within the framework of the relevant instruments financed by the General Budget of the Union. In this context, supporting the implementation of this Agreement shall be a priority.

The Member States of the European Union collectively undertake to support, by means of their respective development policies and instruments, development cooperation activities for regional economic cooperation and integration and for the implementation of this Agreement in the SADC EPA States and at regional level, in conformity with the principles of complementarity and aid effectiveness such as those contained in the Paris Declaration on Aid Effectiveness of 2005 and the Accra Agenda for Action of 2008.

Such modalities shall be kept under ongoing review and shall be revised as necessary in accordance with the provisions of Article 115.
3. The UK shall support implementation of this Agreement through appropriate and effective UK funding mechanisms in consultation with the SACU Member States and Mozambique to contribute to implementing the programmes and projects to be developed under the areas of cooperation to be mutually identified.
4. The Parties agree to establish adequate joint institutional arrangements to effectively monitor the implementation of the development finance under this Agreement. Such arrangements shall include the establishment of a relevant technical committee.
5. The Parties agree that the institutional arrangements shall remain flexible to adapt to the evolving national and regional needs.

The UK undertakes to support, by means of its development policies and instruments, development cooperation activities for regional economic cooperation and integration and for the implementation of this Agreement in the SACU Member States and Mozambique and at regional level, in conformity with the principles of complementarity and aid effectiveness such as those contained in the Paris Declaration on Aid Effectiveness of 2005 and the Accra Agenda for Action of 2008.

Development Cooperation. 1. The central objectives of development cooperation are achievement of the Millennium Development Goals (and any subsequent development benchmarks), poverty eradication, sustainable development and integration into the world economy, with particular attention to the most vulnerable elements in society. The Parties recognise that their cooperation is key to addressing Afghanistan’s development challenges and that institution building should be a fundamental part of it.
2. This cooperation shall take account of Afghanistan’s socio‑economic development strategies and programmes, in particular its National Development Strategy and other measures agreed at international conferences on Afghanistan’s development, the 2010 London Declaration, the Kabul Process, the December 2011 Bonn Conference conclusions and the Tokyo Declaration on a Partnership for Self‑Reliance in Afghanistan and the Tokyo Mutual Accountability Framework of July 2012, taking fully into account the Afghan Government’s economic and development strategy “Realising Self‑Reliance: Commitments to Reforms and Renewed Partnership”, as presented at the 2014 London Conference.
3. The Parties shall use their development cooperation to, inter alia, reinforce Afghanistan’s institutions of governance and to put in place the conditions for sustainable development and long‑term economic growth, in line with the National Priority Programmes and Afghanistan’s economic and development strategy “Realising Self‑Reliance: Commitments to Reforms and Renewed Partnership”. These will be the principal vehicles for implementing this strategy and the commitments made by Afghanistan in Bonn, Tokyo and London. The Union, in its cooperation with Afghanistan, shall take fully into account the Tokyo Mutual Accountability Framework (or any mutually agreed successor thereto) and, in programming its assistance, it shall take account of the commitments, including the financial commitments, and the detailed arrangements set out in that Framework.
4. The Parties confirm the objective of achieving the Millennium Development Goals, as adopted by Afghanistan, and any subsequent development benchmarks, and reaffirm their commitment to the Paris Declaration on Aid Effectiveness, the Accra Agenda for Action and the Busan Outcome Document, in particular with reference to the New Deal for Engagement in Fragile States.

Development Cooperation. The Community recognises Cambodia's need for development assistance and is prepared to step up its cooperation in order to contribute to that country's own efforts to achieve sustainable economic development and the social progress of its people through concrete projects and programmes in accordance with the priorities set out in Council Regulation (EEC) No 443/92 of 25 February 1992 on financial and technical assistance to, and Economic cooperation with, the developing countries in Asia and Latin America. In accordance with the abovementioned Regulation, assistance will be targeted mainly on the rehabilitation and reconstruction of the country and on the poorest sections of the population. In cooperation, priority will be given to schemes aimed at alleviating poverty, and in particular those likely to create jobs, xxxxxx development at grassroots level and promote the role of women in development. The Parties will also encourage the adoption of appropriate measures to prevent and combat AIDS and take steps to increase grassroots development and education on AIDS and the operational capacity of the health services. Cooperation between the Parties will also address the problem of drugs to encourage and enhance training, education, health care and the rehabilitation of addicts. The Parties acknowledge the importance of human resources development, social development, the improvement of living and working conditions, the development of skills and the protection of the most vulnerable sections of the population. Human resources and social development must be an integral part of economic and development cooperation. Appropriate consideration shall therefore be given to training objectives addressing institutional needs and specific vocational training activities aimed at enhancing the skills of the local workforce. In view of its major contribution to mine-clearance programmes in Cambodia, the Community will, in its future commitments, continue to concentrate on mutually agreed priorities to ensure that assistance is effective and lasting. Development Cooperation. 1. The Parties recognise that there is a potential for an increased Community contribution, both in terms of size and impact, to the development efforts of Bangladesh, more partic- ularly in the strategic fields of poverty alleviation. Activities undertaken in these areas shall, where appropriate, put special emphasis on women. In light of the above and in accordance with Community policies, regulations and the limits of financial means available for cooperation, the Parties agree that cooperation will continue to be developed within the context of a clear coopera- tion strategy and dialogue aimed at defining mutually agreed priorities, and pursuing effectiveness and sustainability.
2. The Parties acknowledge the need for enhanced attention to and cooperation in the fields of drug control and AIDS, taking into account work done in this connection by inter- national bodies. In particular, cooperation between the Parties will include the following:
(a) prevention, monitoring and reduction of AIDS through supporting information and educational activities;
(b) strengthening of health services and treatment capabilities in respect of victims of AIDS;
(c) training, education, health promotion and rehabilitation of drug addicts, including projects for the reintegration of addicts into work and the social environment;
(d) exchange of all relevant information, ensuring that personal data are suitably protected.
3. The Parties will ensure that actions undertaken within the framework of development cooperation are compatible with the development strategies implemented under the auspices of the Bretton Xxxxx Institutions.
Development Cooperation. The Parties acknowledge and agree that, in order to develop Licensed Products in the Field, Tarsus will need to conduct non-human animal studies. Tarsus agrees to coordinate and cooperate with Elanco, via the JSC (as defined in Section 5 below), to develop and perform such studies in a manner that minimizes the commercial risk to Elanco’s commercial products for the Elanco Field that include the Compound. Tarsus should explore all possible alternatives to performing non-human animal studies in dogs, for example by choosing another animal species. In the event that dog studies are absolutely needed, Tarsus will inform and consult with Elanco, before conducting the studies and regularly provide an overview of all current and future clinical studies relating to the Compound to the Joint Steering Committee.
