Drainage Master Plan. As part of the approval of the EIR, the County approved a drainage study. The Development Group has prepared and obtained approval from the County of a Drainage Master Plan updating the work previously undertaken in conjunction with the EIR. The Drainage Master Plan identifies each of the drainage sheds within the Plan Area and the areawide drainage facilities (the “Permanent Drainage Facilities”) required to serve each drainage sheds. Subject to the Other Agency Approvals described below, the Drainage Master Plan identifies the size and location of all Permanent Drainage Facilities proposed for each of the drainage sheds within the Plan Area.

The applicant is proposing to convey flows from the project parcel north through the Silver Sage project instead of south toward PFE Road as evaluated in the EIR and Preliminary Drainage Master Plan. The Developer shall prepare for review and approval by the County prior to Improvement Plan approval, an amendment to the Preliminary Drainage Master Plan to address the proposed change in flow direction and show that the post-project flows are reduced to less than pre-project flow rates for the 10- and 100-year storm events for the portion of the Plan Area that would otherwise drain south towards PFE Road as required by Mitigation Measure 13-2b. If the drainage design is further altered, additional review and approval of an updated amendment to the drainage study may be required.
Drainage Master Plan. The Drainage Master Plan dated October, 2008 shall be amended to incorporate the Deicer Fluid Collection and Management system described in Part I.B.4.a.(1). The plan shall provide the permittee with a detailed plan of the existing drainage, topography, and land use which will also be used to assess existing conditions and storm water impacts as well as to determine the impact of future development at the facility.
