EDUCATIONAL STUDY COUNCIL. ‌ 16.1 Philosophy and Rationale‌ 16.1.1 No longer is the major objective of education the dissemination of knowledge, but rather knowledge becomes a tool to be used to accomplish the objectives of education, which are to teach the child how to think, how to learn, how to problem solve, how to use knowledge, and how to make decisions. It is the responsibility of the Board and the Association to provide, in a meaningful way, an efficient, effective and accountable program of learning experiences for the youth of the ▇▇▇▇▇▇ Central School System. In order to accomplish this, it is necessary to study in a formal, organized context various educational matters in order to achieve in ▇▇▇▇▇▇ the objectives of education, and to carry out the real processes of teaching and learning. All parts of the educational program must be continually revised and updated to bring about the most efficient use of educational innovations. 16.1.2 To achieve the stated philosophy, the School District should make use of the knowledge and experience of those professionals upon whom rests the responsibility for implementing the educational program. Hopefully, the Educational Study Council as described below will provide the efficient use of the expertise of all professionals within the system in developing and implementing changes in the educational program and educational policy on a cooperative basis with the Board and the administration. Therefore, the Board and the Association agree to organize and implement an Educational Study Council which shall be advisory in nature except as otherwise specified.
