HOURS OF WORK, OVERTIME AND SHIFTS. Section 1. Hours of Work (Section 2 below) and Shifts (Section 4 below) may be pre- empted by the City contract and/or City through instruction to the Contractor, based on unforeseen project needs, provided adequate notice is given to the Union.
