In-Service Professional Development. 11.6.1 In-service professional development is defined as time off at full pay for the purpose of attending conferences, workshops, seminars, courses and other approved professional development activities. Time taken for such activities shall be deducted from the employee's total professional development time entitlement (Article
11.3.1) and, when possible, shall be taken at a time when the employee is free of regular instructional duties. Normally such activities shall not take the employee away from regular instructional duties for more than five (5) working days at a time, except under exceptional circumstances agreed to by the Employer and the employee. Travel expenses, fees and other costs shall normally be paid out of the Professional Development Fund.
11.6.2 It is clearly understood that in-service professional development shall also include activities such as reading or research in areas of instructional expertise, improvement of instructional or organizational techniques and skills and preparation of materials to enhance instructional effectiveness. Such activities will normally occur during the time set aside for professional development activities (Article 11.3.1).
11.6.3 The total time taken for activities in Article 11.6.1 shall not exceed twenty- two (22) days in any year, except by agreement with the Employer.
In-Service Professional Development. A. Collaboration Time
1. Teachers will be required to participate in a minimum of 36 hours annually of teacher-driven collaboration time to deliver educational programs and assess student learning, or to engage in peer review pursuant to section 284.8, subsection 1 of the Iowa Code.
In-Service Professional Development. Defined as time off at full pay for the purpose of attending conferences, workshops and other approved professional development activities which do not take the employee from regular duties for more than fifteen (15) consecutive work days at a time. All employees within the bargaining unit shall be eligible for in-service professional development, and direct replacement costs for an employee undertaking such activities shall be paid out of the Professional Development Fund.

Where the teacher is requested by the Board and volunteers to participate in professional development activities, at a time he/she is not scheduled to work, that teacher shall be paid at the rate of 1/200 of salary for each day of in-service or, at the teacher‘s discretion, time off in lieu of such payment. 2. Designated professional developmnet (as long as practitioner collaboration is a substantial component of this professional development) and/or professional learning community time shall count toward the requirement.
3. Individual educator preparation time shall not count as collaboration time.
4. Teachers shall not be required to collaborate outside of contracted hours.
B. Peer Review
1. Definition – The parties agree that peer review is a confidential, yet collegial, process between a peer group of teachers to enhance their professional work, improve instruction, and positively impact student achievement.
In-Service Professional Development. Time for appropriate professional development for all school based staff affected by the placement shall be arranged prior to or concurrently with the placement of a student with special needs. The amount and scheduling of professional development shall be mutually agreed by the teacher and the administrative officer in consultation with district staff. Where the teacher is requested by the Board and volunteers to participate in professional development activities, at a time they are not scheduled to work, that teacher shall be paid at the rate of 1/200 of salary for each day of in-service or, at the teacher’s discretion, time off in lieu of such payment.
In-Service Professional Development a. Consideration for release time from the instructional day, as determined by the School Based Team, will be given to teachers to determine the needs of students, to receive extra training, to consult with other staff and/or resources persons and to evaluate program effectiveness on an ongoing basis.
b. Whenever possible, time for appropriate professional development shall be arranged prior to replacement of a student with exceptional educational requirements
c. Where such in service, training, or professional development must take place in the months of July and/or August the teacher shall be paid at the rate of 1/200 of salary for each day of training and shall be reimbursed for expenses incurred.
In-Service Professional Development. The teacher receiving the child may be provided with appropriate in-service and/or professional development, with release time where necessary. Such release time shall be arranged prior to or concurrently with the placement of a student with special needs. The amount and scheduling of in-service and/or professional development shall be determined by the teacher and the Administrative Officer.
