INCORPORATION OF CONTINUING SERVICES AGREEMENT. All terms and conditions of the "Continuing Service Agreement" between the VILLAGE and CONSULTANT, dated August 14, 2020, not specifically modified by this Project Agreement shall remain in full force and effect and are incorporated into and made a part of this Project Agreement by this reference as though set forth in full.
INCORPORATION OF CONTINUING SERVICES AGREEMENT. All terms and conditions of the “Continuing Professional Services Final Agreement” between the VILLAGE and the CONSULTANT dated January 8, 2020, not specifically modified by this Project Agreement shall remain in full force and effect and are incorporated into and made a part of this Project Agreement by this reference as though set forth in full. The CONSULTANT has assisted the VILLAGE in developing Sanitary Sewer Evaluation Study (SSES) Reports based on flow data collected from the VILLAGE’s sanitary sewer collection system. The study is required by the Department of Regulatory and Economic Resources (DRER) as part of the Volume Sewer Customer Ordinance (VSCO) required by the Second and Final Partial Consent Decree (SFPCD) and incorporated into the Code of Miami-Dade County. The intent of the SSES program is to determine if inflow/infiltration (INI) flows into the VILLAGE’s sanitary sewer system are in compliance with the SFPCD. The VILLAGE completed their Sanitary Sewer Rehabilitation Project that included cleaning, video recording, and rehabilitating all sanitary sewer system deficiencies identified as part of the evaluation process. Although infiltration rates have been reduced dramatically, six of the seven sanitary sewer basins are not in compliance because they exceed the County’s minimum allowable INI flow rates. Based on the extent of the rehabilitation work completed and review of the flow data collected, the remaining INI causing the basins to fail may be a result of INI on private property and not in the public right-of-way. The INI may also be a result of water use not being captured during the field-testing process. After coordination with DRER, the INI flow data can be adjusted for private side INI and further reduced for water usage if accurately metered during field testing. The intent of this project is to develop a field-testing approach to quantifying private property versus public right-of-way INI and coordinate those results with water meter data now available through the Village’s new Automated Metering Infrastructure (AMI) system. The project will not include Village wide testing but will include a designated area adequate to determine if standard SSES flow testing performed to date has not been reflecting actual public right-of-way INI. This scope of work is to identify the designated testing area, develop the revised testing approach, coordinate field testing requirements with Village staff, review the collected data, and develop...
The scope of services will be completed by KHA and the following task will be performed in close coordination with VILLAGE staff.
1.1 KHA assisted the VILLAGE in 2014 to develop an asset inventory for water, wastewater, and stormwater conveyance infrastructure assets. This task will include reviewing and updating the VILLAGE’s asset inventory based on a desktop evaluation of available data. Anticipated available data includes: • GIS database • As-built drawings • Inspection/rehabilitation records • Work order / customer complaint history
1.2 KHA will also request VILLAGE employee input as part of the analysis. Available data will be provided by the VILLAGE to KHA. KHA will also use plans and records developed by KHA on VILLAGE projects to date. The inventory will be limited to the same water, wastewater, and stormwater utilities.
1.3 As part of this task, KHA will update asset attribute information contained in the 2014 report including remaining useful life and asset valuation data. If insufficient information is available to update attribute information, KHA will use the information from the 2014 report.
