Indirect Interconnection. 4.5.2.1 For any traffic exchanged between the Parties via third party tandems, each Party shall utilize records provided by the tandem operator to invoice for traffic terminating on its network. The Parties agree to accept the billing records from the tandem operator as representative of the traffic exchanged between the Parties. 4.5.2.2 To calculate intrastate toll access charges, each Party shall provide to the other, within twenty (20) calendar days after the end of each quarter (commencing with the first full quarter after the effective date of this Agreement), a PLU (Percent Local Usage) factor. Each company should calculate the PLU factor on a LATA basis using their originating IntraLATA minutes of use. The Parties shall provide a separate PLU for each CenturyLink operating company covered under this Agreement. The percentage of originating Local Traffic plus ISP-Bound Traffic to total intrastate (Local Traffic, ISP-Bound Traffic, and intraLATA toll) originating traffic would represent the PLU factor.

Indirect Interconnection. 3.1.1 The Parties agree that initially and for so long as traffic volumes do not warrant direct interconnection, traffic shall be exchanged by transiting such traffic through third party LEC tandems. Each Party shall be financially and operationally responsible for the entire costs of providing facilities from its network to the third party tandem for the exchange of such traffic. 3.1.2 Where the traffic exchanged between TCAL and a specific TDS TELECOM host or end office switch requires twenty-four (24) or more trunks for three consecutive months, or it is otherwise economically advantageous, the Parties shall implement direct trunks to the POI associated with the specific host or end office switch in accordance with Appendix ITR Section 4. The Parties agree to negotiate in good faith to reach agreement to accommodate direct interconnection
Indirect Interconnection. Both Parties agree only to deliver traffic to the other pursuant to and consistent with the terms of this Agreement. Neither Party shall utilize a third party for the delivery of traffic to the other pursuant to this Agreement without the prior written consent of all Parties and without the establishment of mutually agreeable terms and conditions among all Parties governing any intermediary arrangement with a third party. Traffic originated by any third party, not a Party to this Agreement, delivered to the other Party, regardless of whether such traffic is delivered to the Party’s End User, is not originating on that Party’s network and may not be routed through Indirect Interconnection. 2.3.1 Indirect Traffic means Local Traffic originated by Windstream, transited by a third party ILEC for termination to Allo Communications or Local Traffic originated by Allo Communications transited by a third party ILEC for termination to Windstream. Neither Party shall use a third party ILEC or any third party Telecommunications Carrier for the transiting or delivery of Local Traffic to the other Party for the exchange of Local Traffic that originates and terminates within the same Windstream Exchange.
Indirect Interconnection. To the extent that CENTURYLINK and a third party Tandem switch service provider have entered into or may enter into arrangements for the delivery of CENTURYLINK Local Traffic and ISP Bound Traffic to CITIZENS for Termination to CITIZENS end users or Tandem Transit Traffic to end users of third party networks as provided in Appendix E, CITIZENS will accept this traffic subject to the compensation arrangements as provided in Appendix B. 4.4.1 CENTURYLINK will be responsible for all Tandem Transit Traffic charges that are assessed on traffic, which originates on CENTURYLINK's network from any third party Tandem switch service provider. 4.4.2 If the traffic volumes between CENTURYLINK and CITIZENS delivered by the third party Tandem switch service provider exceed 200,000 MOU per month per DS-1, the Parties shall within sixty (60) days meet to review the establishment of additional direct end office trunk groups, as provided in Section 4.5.

Indirect Interconnection. Both Parties agree traffic shall be exchanged through the tandem that the Windstream end office is associated with as identified in the Local Exchange Routing Guide (“LERG”) until such time either Parties’ traffic meets or exceeds the equivalent of two (2) DS1s level volume of calls, for three (3) consecutive months or Onvoy enters into a Windstream rate center to compete for voice services. Both Parties agree only to deliver traffic to the other pursuant to and consistent with the terms of this Agreement. Neither Party shall utilize a third party for the delivery of traffic to the other pursuant to this Agreement without the prior written consent of all Parties and without the establishment of mutually agreeable terms and conditions among all Parties governing any intermediary arrangement with a third party. Traffic originated by any third party, not a Party to this Agreement, delivered to the other Party, regardless of whether such traffic is delivered to the Party’s End User, is not originating on that Party’s network and may not be routed through Indirect Interconnection unless the traffic is properly identified as being originated by a 3rd party and such traffic is Local Traffic as defined in this Agreement.
Indirect Interconnection. Where a Consolidated end office subtends a nonConsolidated tandem and the Parties anticipate traffic exchanged between the Parties will be at a level that is de minimis, the Parties agree to indirectly interconnect through the use of a third party's transit service. At such time as the monthly two-way aggregate traffic exceeds the equivalent of a DS1 volume of traffic based on a six month rolling average (“Direct Connection Threshold”), a direct connection will be established pursuant to 3.4; provided however, if the Parties mutually agree that direct interconnection is undesirable, then the Parties shall continue to exchange traffic indirectly. Notwithstanding the foregoing, after the Direct Connection Threshold is satisfied, if either Party desires direct interconnection, then direct interconnection shall be mandatory.

Indirect Interconnection. Either Party may deliver Local Traffic and ISP Bound Traffic indirectly to the other Party for termination through the West Wisconsin Telcom Cooperative, Inc. Elk Lake, Wisconsin Tandem. The originating Party shall be responsible for payment of all tandem transit charges and all other charges payable to the transiting carrier(s) for transit service with respect to its originating Local Traffic and ISP Bound Traffic. The originating Party shall also be responsible for all costs and expenses of Trunks and other facilities needed to deliver its originated Local Traffic and ISP Bound Traffic to and receive the other Party’s originated Local Traffic and ISP Bound Traffic, from the transiting carrier(s).
