Labor Council Business. The Labor Council agrees that except as specifically provided by the terms and provisions of this Agreement, employees shall not be permitted to engage in union activity during working hours. The City and Labor Council agree to work toward the goal of scheduling meetings at a date and time which minimize the loss of manpower to Department.

Labor Council Business. During each calendar year, the City will provide up to forty (40) hours of paid leave for members to use during the calendar year to attend Labor Council conventions, educational meetings, or to conduct other Labor Council business. To use this leave, a Labor Council representative must make a written request to the Police Chief fourteen (14) days in advance of the intended usage, indicating who shall be using the leave, the times and dates of the required leave, the total number of hours to be utilized, and the specific purpose for the leave. Such leave shall be reviewed for approval on the same basis as vacation leave.
Labor Council Business. The Labor Council representative or his design shall be granted of pay or up to time off without loss benefits up to a maximum of twenty-four (24) hours per year for the duration of this Agreement to perform Labor Council functions. The Labor Council representative may also serve as the Grievance Chairman and serve on the Labor/Management Committee. The Chief, with the approval of the Safety and Service Director, may allow additional time under this Section.
