Observer training. The IATTC staff conducted one observer training course for the national program of Ecuador (PROBECUADOR) on November 23- December 9, 2010, with 13 attendees.
Observer training. In November 2001 a training course for observers was held in Manta, Ecuador. It was attended by 18 trainees for the IATTC program and 5 trainees from the Ecuadorian national observer program.
Observer training. If a post-tenure review committee member will be conducting the RSI review, that committee member must complete the RSI Refresher Course. 6.1. If, in the last two years, that committee member has completed an RSI review and passed, or completed the RSI Refresher Course, they are eligible to observe without re-taking the refresher course. 6.2. Faculty who take the refresher course as part of their observer duties will be deemed to have completed the refresher course for their own RSI review schedule.
Observer training. The IATTC staff conducted an observer training course from 13 July to 9 August 2018 in Manta, Ecuador, for 17 observers of the Tuna Conservation Group (TUNACONS), with the financial support of the Group. TUNACONS was established by several Ecuadorian companies to promote a Fisheries Improvement Pro- ject aimed at developing a Certification Process under Marine Stewardship Council standards. TUNACONS will also provide to the IATTC observer data, consistent with AIDCP standards and require- ments, from vessels under 363 t that voluntarily carry observers aboard. The IATTC staff also conducted an observer training course in Manta, Ecuador, during 12-29 November 2018, with 10 observers from the IATTC program and 5 observers from TUNACONS. In addition, the staffs of the IATTC and WCPFC conducted a training course for 14 WCPFC observers in Honiara, Solomon Islands, from 28 May to 2 June 2018, with financial support from the WCPFC. 1 At the end of 2018, one Class-6 vessel, not yet included in the IATTC Regional Vessel Register (RVR), departed from a port in the eastern Pacific without an AIDCP observer. It was included in the RVR in 2019. The flag author- ity of the vessel provided documentation indicating that, while the vessel did not make any sets in the Agreement Area in 2018, it did so after its inclusion in the RVR in 2019, but still without an AIDCP observer aboard, which means that there is no documented evidence by such an observer of the nature and scope of its activities in the Agreement Area during the trip.
Observer training. In November-December 2003 a training course for IATTC observers was held in Mazatlan, Mexico. It was attended by 10 trainees. In addition, an IATTC staff member participated in a regional observer training course in Suva, Fiji, conducted jointly by the Forum Fisheries Agency (FFA) and the Secretariat for the Pacific Community (SPC) during April-May. He discussed issues pertaining to IATTC resolutions, AIDCP requirements and regulations for tuna vessels fishing in the EPO, and the IATTC’s observer procedures for the observer trainees and FFA and SPC personnel. Eighteen observers from eight island-nations (Fiji, Nauru, Niue, Palau, Tokelau, Tonga, and Vanuatu) participated in the course.
Observer training. As noted above, low observer pay rates have led to poor observer retention and difficulty in maintaining adequate observer pools. Increasing the number of training courses in 2019 is necessary to address this problem; accordingly, this item has been increased by US$ 17,000. This also includes the joint IATTC- WCPFC course requested by a Party (see section 2), to enable IATTC observers to be cross-endorsed to cover trips by vessels departing from EPO ports that will also fish in the WCPFC Convention Area.
Observer training. In 2009, no observer training was conducted by IATTC staff for the international program, but it partici- pated in two training sessions, one for the Colombian observer program (PNOC) in September and one for the observer program of the European Union (PNOT) in November.

A second observer training course was carried out by the IATTC staff from 21 November to 8 December, in Panama, Panama, for 10 attendees, 6 of them from the IATTC program and 4 for the Panamanian national observer program. The staffs of the IATTC and WCPFC conducted an observer training course for 20 trainees of WCPFC regional observer programs. The session took place in Port Vila, Vanuatu, during 8-12 August. All costs for this training course were funded by the WCPFC.
