b. Whenever a vacancy or promotion becomes available during the summer months a copy of the notice shall be given to the Association and shall be posted on the bulletin board outside the superintendent’s office. In addition, the superintendent will notify individual staff members, who have applied for previously indicated general interest in such a vacancy. Interest must be expressed in written form and submitted to the superintendent’s office with appropriate contact information by March 1st of each year.
B. In both situations set forth in Section A above, the qualifications for the position, its duties, and the rate of compensation, shall be clearly set forth.
C. A list of appointments shall be given to the Association indicating which positions will have been filled and by whom.
D. In no event shall anyone seeking consideration to fill a promotional vacancy be notified considered if the vacancy in question requires a specific certificate and the applicant does not possess such a certificate.
E. The Board is willing to consider applications from the staff for any vacancies in promotional positions. The willingness of the action taken regarding their Board to consider applications by the staff shall not be deemed to limit the absolute right of the Board to make the final determination as early as possible.

Section 1. All monitoring or observation of the work performance of a teacher will be conducted openly and with full knowledge of the teacher. The use of eavesdropping, public address or audio system, and similar surveillance devices for evaluation purposes shall be prohibited. Teachers will be given a copy of any evaluation report prepared by their superiors and will have the right to discuss such report with their superiors.
Section 2. Teachers have the right, upon request, to review the contents of their personnel files. A teacher will be entitled to have a representative of the Association accompany him during such a review. No materials relative to a teacher’s conduct, service, character, or personality will be placed in his personnel file unless the teacher has had an opportunity to review such material. The teacher will acknowledge that he has had the opportunity to review such materials by affixing his signature to the copy to be filed. The teacher will have the right to submit a written answer to such materials and his answer shall be reviewed by the Superintendent and attached to the file copy. Any complaint regarded as having substance concerning a teacher will promptly be called to the attention of the teacher by a principal, coordinator, supervisor or other person administratively responsible.
Section 3. The Association recognizes the authority of the principal for disciplining or reprimanding a teacher for delinquency of professional performance. Said disciplining or reprimanding shall be done in private. If a teacher is to be disciplined or reprimanded by a member of the administration above the level of these persons, however, he shall be entitled to have a member of the Association present.
Section 4. No teacher will be disciplined, reprimanded, reduced in rank or compensation, or deprived of any professional advantages or salary increase without just cause.
Section 5. Any contention that any evaluation is arbitrary or discriminatory may be raised as a grievance.
Section 6. Every Non-Professional Status teacher and Professional Status Teachers on Phase 1 (see Evaluation Timeline) of the evaluation process and nurses will have forwarded to him/her by September 15th a copy of the following evaluation criteria (APPENDIX I, APPENDIX II for nurses or APPENDIX III for coordinators) by which he/she will be evaluated.
Section 7. The school committee is responsible for ensuring that adequate resources are available to all administrators to evaluate teachers in accordance with the evaluation timeline, and to assist them in improving their performance. The purpose of the evaluation procedure is to acknowledge teacher performance and the quality of instruction based upon clearly established written criteria, and the nurses’ performance and quality of nursing practice will be based on clearly established written criteria. A clearly defined and consensually agreed to evaluation procedure should acknowledge excellence, provide useful feedback, give assistance where applicable, and serve as a guide for staff development and school improvement. Furthermore, the specific purposes of evaluation are to provide information for the continuous improvement of performance through an exchange of information between the person being evaluated and the evaluator and to provide a record of facts and assessments for personnel decisions. The performance areas are representative of those found in any effective teaching or nursing model. These indicators are characteristics that teachers and nurses should cultivate and evaluators should be able to observe. All performance standards shall be measurable. Groton-Dunstable teachers/nurses are desirous of improving their teaching/nursing skills and are constantly striving to grow professionally. Also, teachers/nurses deserve reinforcement for a job well done. The focus, therefore, should be for continuous growth where the teacher/nurse, as an active participant, works with the supervisor in a non-threatening setting to plan organizational and individual goals. The process should lead to professional growth and recognition of achievement. The ultimate purpose of this evaluation process is to improve and maintain a high level of professional service for the students of Groton-Dunstable Regional Schools. This evaluation process focuses on the following: • improvement of instruction or, in the case of nurses, improvement of nursing skills • professional growth of staff • encouragement of communication • mutual development of goals and objectives • self-evaluation • recognition of achievement • personal decision making
