Regional Travel Demand Model. The regional travel demand model (TDM), which is developed by the MPO, is a critical tool for the State in the analysis of potential solutions. The Engineer shall work with individual elements of the TDM for potential improvements and upgrades as required for the study. The Engineer shall use the TDM to develop base and alternative scenarios the State can use to analyze the impacts of alternative solutions or projects at the regional, sub-regional, and corridor level. • Demand-related Elements (Trip Generation/Distribution, Mode choice, and Assignment) – The Engineer shall verify and review any demographic, economic, and land use projections developed by the MPO as part of the travel demand modeling activities for consistency and accuracy. The Engineer shall evaluate demographic, economic, and land use variables used in the TDM, such as DocuSign Envelope ID: 0933C901-0823-45FC-BEC7-5D94131D729B PeopleSoft Contract No. 7650 Legacy Contract No. 12-7IDP5014 households, population and employment, trip attraction/productions and their spatial distribution through the region. The Engineer shall review trip-generating models and rates accordingly. The Engineer shall review and modify trip distribution element of the model in order to develop improved Origin-Destination trip tables for vehicles and trucks at the regional and sub-regional levels. • Supply-related Elements (Network coding) – The Engineer shall verify the attributes of the TDM coded network to ensure proper representation. The Engineer shall review and modify the Traffic Analysis Zone (TAZ) structure if necessary to insure that trips are adequately produced and attracted within the network. This must include the review of the TAZ boundaries and centroid/connector locations. The Engineer shall review and modify the TDM’s network coding to insure appropriate representation of the transportation network including all the modes available for transportation in the region. The review of the coding must follow the protocol that the MPO and the TxDOT Transportation Planning and Programming (TP&P) Division have in place. Examples of variables to consider in the roadway network are functional classification and area type, with respective capacities and speeds.   • Program Overview A. Goals of the Choice Neighborhoods Program. The Choice Neighborhoods Program employs a comprehensive approach to neighborhood transformation. The program transforms neighborhoods of concentrated poverty into mixed-income neighborhoods of long-term viability by revitalizing severely distressed public and/or assisted housing; improving access to economic opportunities; and investing and leveraging investments in well-functioning services, effective schools and education programs, public assets, public transportation, and improved access to jobs.   • Marketing Plan The MCP shall submit an annual marketing plan to ODM that includes all planned activities for promoting membership in or increasing awareness of the MCP. The marketing plan submission shall include an attestation by the MCP that the plan is accurate is not intended to mislead, confuse or defraud the eligible individuals or ODM.
