Safety and Quality Control. The following sections provide the Consultant’s safety program and a detailed explanation of the Quality Assurance and Control Program to be implemented for this project. Quality and Schedule Control Consultant will conduct independent performance audits of the TSP, PM2.5 and PM10 monitors as well as meteorological parameters in accordance with EPA Quality Assurance Handbook series, Volumes I, II, and IV. Performance audits are independent checks that will be made by independent personnel from the Consultant’s Quality Assurance (QA) Department. The audits will be performed to evaluate the accuracy of data produced by the field measurement system against the NIST-traceable audit system. Performance audits will be a quantitative appraisal of quality. Performance audits will be independent of, and in addition to, the routine quality control checks performed on the monitors. Independence will be achieved by maintaining the Consultant’s Quality Assurance (QA) Coordinator for the monitoring project as a separate, independent entity within the Consultant’s project operating organization. All auditing work will be performed under the QA Coordinator’s supervision using trained personnel different from those conducting the routine network measurements and using test equipment and calibration standards other than those usedfor routine calibration and QC checks of the monitors. A systems audit is an on-site inspection and evaluation of the monitoring network field activities, documentation and field measurement system (monitoring system condition, operational procedures, etc.) for each monitor. Whereas performance audits are a quantitative appraisal, system audits will be a qualitative appraisal of the monitoring program. Consultant will conduct a systemaudit concurrently with each internal performance (accuracy) audit. The results of the audit will give a better overall picture of the conditions and operations of the monitoring network and provide a reflection of the quality of the sample data. The Consultant’s management plan for the Authority’s air quality monitoring program will be designed to satisfy all project requirements regarding quality and on-schedule performance. Consultant will maintain strong management controls in the operation of air monitoring network.
