Safety of Dams. The Borrower shall: (a) prepare and furnish to the Bank for its review and comments: (i) an evaluation of the safety of the Project Dam, including its reservoir banks, associated structures, earthworks, penstocks and other waterways, and its generating plant structures and equipment used for water supply provision; and (ii) an identification of the measures to be taken to address any deficiencies or potential deficiencies in its condition, or in the quality or adequacy of maintenance or methods of operation of such facilities which may endanger the safety of any of such facilities or the staff maintaining or operating the Project Dam; (b) take all such necessary actions to implement identified measures under Part 2 (a) (ii) during Project implementation.

Safety of Dams. To ensure the proper management and safety of the dams supplying water to the selected irrigation schemes under the Project, the Borrower, through DSI, shall: (a) have DSI experts acceptable to the Bank, carry out a safety inspection of each of the above-mentioned dams at intervals of not less than once every year, during the implementation of the Project; and (b) not later than December 31, 2024, in accordance with terms of reference satisfactory to the Bank, and all to the satisfaction of the Bank, prepare emergency preparedness plans for the above-mentioned dams.
Safety of Dams. According to OP 4.37 (Safety of Dams) Design and construction of new dams implemented as part of a project financed by the Bank need to be supervised by experienced and competent professionals. Moreover, the borrower should adopt and implement certain dam safety measures for the design, bid tendering, construction, operation, and maintenance of the dam and associated works. The Bank distinguishes between small (normally less than 15 meters in height) and large dams (15 meters or more in height; dams that are between 10 and 15 meters in height are treated as large dams if they present special design complexities; dams under 10 meters in height are treated as large dams if they are expected to become large dams during the operation of the facility). • reviewsbyanindependentpanelofexperts(the Panel) oftheinvestigation, design, andconstruction of the dam and the start of operations. The Panel consists of three or more experts, appointed by the borrower and acceptable to the Bank, with expertise in the various technical fields relevant to the safety aspects of the particular dam; • preparation and implementation of detailed plans: a plan for construction supervision and quality assurance, an instrumentation plan, an operation and maintenance plan, and an emergency readiness plan; • prequalification of bidders during procurement and bid tendering, and • periodic safety inspections of the dam after completion. Although the final selection of polders to be rehabilitated or constructed has not been made, it is known that some of the polders will include construction of dams and weirs. It is likely that at least two of the polders-reservoirs in the Nysa-Kłodzka Valley in Component 2 will include dams/embankments higher than 15 meters and with capacity over 5 million m3. Therefore, the project retained the independent Panel of Dam Experts that already exists for the on-going Odra River Basin Protection Project and is adjusting its terms of reference. The Panel of Experts has already started review of feasibility studies (where existing), conceptual designs and other available documentation. The Panel will continue working on the project for its full duration. The design of all dry polders under the project will be prepared in compliance with the Safety of Dams policy.
Safety of Dams. Whenever a Subproject includes the construction of a dam which is fifteen meters or more in height, or which is between ten and fifteen meters in height and presents, in the reasonable opinion of the Bank, special design complexities, the Borrower shall: (i) establish and thereafter maintain during the design and initial operation of such Subproject, a Dam Safety Review Panel under terms of reference and arrangements acceptable to the Bank; (ii) cause the relevant dam, reservoir and related structures to be periodically inspected by qualified professionals under terms of reference acceptable to the Bank and in accordance with the relevant provisions of the Operational Manual, in order to determine whether there are any deficiencies in the condition of such structures, or in the quality and adequacy of maintenance or methods of operation of the same, which may endanger their safety; (iii) furnish to the Bank for its review the periodic reports of the Dam Safety Review Panel (to be issued in accordance with its terms of reference) and of the professionals referred to in subparagraph (ii) above, together with the Borrower’s own comments; and (iv) no later than six months before the expected completion of the relevant dam, reservoir and related structures, propose to the Bank for its review and approval, appropriate arrangements for their operation and maintenance.
